Petrobras launches the Boaventura Complex after 16 years of construction, promising to revolutionize the energy sector in Brazil. The promise is 10 jobs, R$20 billion in investments and a plan to reduce carbon emissions.

The Boaventura Complex was finally opened on September 13th, in Itaboraí, Rio de Janeiro. The project includes the largest Natural Gas Processing Unit (UPGN) in Brazil and the Rota 3 gas pipeline, symbolizing the beginning of a new era for Petrobras.

According to the state-owned company, the work will enable the flow of up to 18 million m³ of natural gas per day, directly from the Santos Basin.
Furthermore, it will allow the processing of up to 21 million m³ per day by UPGN, marking a significant leap in the country's natural gas infrastructure capacity.
Billion-dollar investments and infrastructure expansion
With a planned investment of R$13 billion just for the installation of lubricant, diesel and aviation kerosene (QAV) production plants, the Boaventura Complex is part of a larger project that aims to expand Petrobras' operations in Rio de Janeiro.
The company will also allocate R$7 billion to improvements at the Duque de Caxias Refinery (Reduc), one of the main assets in the refining sector in Brazil.
According to information released, the objective is to increase the production of S-10 diesel to 75 thousand barrels per day., in addition to lubricating oils and kerosene.
This new complex also includes the implementation of two gas-fired thermoelectric plants and the construction of units for carbon capture and storage, connected to the CCUS hub pilot project in Rio de Janeiro, focusing on sustainability.
Jobs and professional qualifications
One of the biggest promises of the Boaventura Energy Complex is job creation. It is estimated that 10 jobs will be created during the construction phase and 3 permanent jobs for operation and support.
In addition, the “Petrobras Autonomy and Income” program was announced as part of an effort to qualify around 20 thousand people in situations of social vulnerability.
According to Petrobras, around R$350 million will be invested over the next four years with the aim of expanding employment opportunities in the oil and gas sector.
Energy transition and diversification of the energy matrix
During the inauguration, Petrobras president Magda Chambriard highlighted that the name “Energy Complex” reflects the company’s commitment to energy diversification.
“Natural gas is fundamental to Brazil’s energy transition,” said Magda. The executive highlighted the complex's potential to reduce diesel and LPG imports, as well as greenhouse gas emissions.
Furthermore, the project aims to develop a biofuel plant with the capacity to produce 100% renewable fuels, such as diesel and QAV.
Another important name who spoke during the event was President Luiz Inácio Lula da Silva. In an optimistic tone, Lula stated that he wants to see Petrobras consolidate itself as the largest energy company in Latin America, expanding its operations in areas such as biofuels, ethanol and green hydrogen.
“Oil may run out one day, but Petrobras will continue to be an energy giant,” he declared.
Connection with historical and cultural heritage
Surprisingly, the complex is not limited to energy production. It also houses a cultural project that aims to restore and preserve the ruins of the São Boaventura Convent, built in the 17th century and listed as a national and state historical heritage site.
According to a protocol signed between Petrobras and cultural entities, the convent area could become a tourist and cultural space, open to public visitation, in a partnership between the public authorities and society.
