A BR 163, which cuts the Mato Grosso do Sul from north to south, it is essential for the transport of agricultural cargo, commerce and tourism.

In recent years, the administration of the highway has generated intense debates, mainly in relation to the concessionaire's obligations. CCR MSVia and toll collection.

Federation demands suspension of tolls

A Feintramag MS/MT (Interstate Federation of Workers in the Movement of Goods of Mato Grosso do Sul and Mato Grosso) requested the immediate suspension of tolls on BR-163/MS.

The request will be forwarded to the state government, the Legislative Assembly and the Attorney General's Office (PGR).

According to the president of the federation, Jose Lucas da Silva, the toll suspension must remain in effect until CCR MSVia fully complies with the obligations set out in the contract renegotiation.

Duplication of BR-163 is the main demand

The main requirement is the complete duplication of the highway, provided for in the renegotiated contract.

In the next four years, the concessionaire must double 203 kilometers, but, according to José Lucas, in 11 years of concession, only 150 kilometers were duplicated.

Another problem pointed out by the federation is the lack of shoulder in sections after Dourados, increasing the risk of accidents.

In addition to the duplication, the removal of the highway from within the urban perimeters of several municipalities is also an urgent demand to reduce fatal accidents..

CCR raised billions in tolls

Since the beginning of the concession, the CCR MSVia collected approximately R$3,6 billion from tolls alone. In 2024, revenue reached R$229,2 million, according to data from the company itself.

The renegotiation agreement provides that the toll will gradually increase, from R$7,52 to R$15,13 for every 100 kilometers.

BR-163 auction to be held soon

A National Land Transport Agency (ANTT) announced that the BR-163/MS auction will take place soon, in the “competitive process” model.

The selection criteria will be the greatest discount on the toll fee provided for in the notice.

The new contract provides for a investment of R$ 17,32 billion in works and improvements.

History of the concession and investment promises

A CCR MSVia took over the BR-163/MS concession in 2014, with the responsibility of managing, renovating, operating and duplicating the highway.

A BR-163/MS is 845 kilometers long and passes through 21 municipalities.

In November 2024, the dealership committed to doubling 75 kilometers in the first three years of the new contract e 203 kilometers over the next few years, with an estimated investment of R $ 1,087 billion.

The contract also provides for improvements such as third lanes, marginal roads, contours, walkways and accesses, totaling an investment of R$9,29 billion by 2054.

Criticism of the execution of the works

Despite the commitments made, only 150 kilometers were duplicated in 10 years of concession.

O The investment made so far was R$2,1 billion, but the new renegotiation requires CCR MSVia to invest R$9,3 billion in the coming years.

A toll rate will increase gradually according to the work schedule:

  • Year 1: R$ 7,52 → R$10,06
  • Year 2: R$ 10,06 → R$12,60
  • Year 3: R$ 12,60 → R$15,13

In addition, there will be specific increase for duplicated sections and additional lanes.

CCR MSVia Justifications

the dealership justified the suspension of works in 2017, claiming a 35% drop in expected revenue due to economic recession.

These tolls are bankrupting truck drivers, with their per-axle charges. And they do not solve the problem of improving the condition of the roads. Politicians need to work harder, stop increasing the number of politicians and parties, stop just wanting to collect taxes, and come back with a new DNER effort to put an end to all these capitalist tolls once and for all.
