Os aviation kerosene returned to the center of regulatory discussions in Brazil after the National Agency of Petroleum, Natural Gas and Biofuels (ANP) to hold, on October 8, 2025, a public hearing on the proposed amendment to the ANP Resolution No. 856/2021.
The standard defines technical specifications and control rules quality for fuels used in aircraft in the countryaccording to one matter published.

The change seeks not only to modernize the regulatory framework, but also to pave the way for the use of sustainable aviation fuels (SAF), reinforcing Brazil's commitment to decarbonization and energy efficiency in the aviation sector.
International alignment and updating of technical standards
The main point debated by the ANP was the replacement of the name JET C by the nomenclature JET A or JET A-1, used internationally.
This standardization of aviation kerosene meets the requests of International Air Transport Association (IATA) and ASTM International, who highlighted that globally approved aircraft do not recognize the term JET C in their technical records.
The proposed adaptation, therefore, eliminates regulatory barriers and ensures compatibility with global supply standards, strengthening operational safety and reliability in air transport.
The agency also proposed adjustments to the testing methods, production routes and technical notes in the resolution's annex, in order to keep the Brazilian regulation in sync with international practices regarding aviation kerosene.
This harmonization is seen as essential to ensure competitiveness and allow Brazil to keep up with the pace of innovation observed in other markets.
Encouraging the use of sustainable aviation fuels (SAF)
During the review process, ANP identified that the change will allow the import of JET A or JET A-1 that already contain a portion of renewable fuel blended in.
This measure may encourage the use of sustainable aviation fuels (SAF) in the country, especially at a time when national production does not yet exist and global supply remains limited.
The possibility of importing mixtures of aviation kerosene containing SAF represents a strategic advance towards the energy transition of the Brazilian aviation sector.
In addition to reducing emissions, the initiative puts Brazil in a favorable position for future policies to encourage local production and integration of renewable sources in the civil aviation matrix.
Public participation and the next regulatory step
The draft of the new resolution underwent public consultation between August 13 and September 26, 2025, during which period 100 contributions were received from eight institutions.
The suggestions sent will be analyzed by ANP technical area, which may adjust the final text before submitting it to the Federal Prosecutor's Office at the ANP and to the agency's collegiate board for approval.
This broad participation reinforces the transparency of the regulatory process and the ANP's commitment to governance and dialogue with economic agents in the energy and fuel sector.
