The company announces that it will increase tolls by more than 100%. Despite high revenue, the concessionaire's losses continue to grow, accumulating a million-dollar deficit.
The concession of BR-163, the main highway that crosses Mato Grosso do Sul, is about to undergo one of the highest tariff adjustments ever applied to Brazilian highways.
Drivers who depend on this road will have to pay an increase of over 100% in tolls over the next four years.
The decision comes amid a delicate financial situation, marked by successive losses that, according to CCR MSVia, have accumulated a billion-dollar deficit since the company took over management of the stretch in 2014.

According to a balance sheet released by the concessionaire, revenue obtained from tolls over the first nine months of 2024 reached R$169 million, representing an increase of 28% compared to the same period in 2023.
Even so, the dealership's financial situation worsened, with losses increasing by 33,4% and exceeding R$100 million in the last quarter alone.
Tariff growth and scheduled increases
The concessionaire justifies the increase in tariffs based on the need to sustain the operation, which, according to official company data, has presented losses of approximately R$1,317 billion since the beginning of the concession.
In August last year and in June this year, two tariff increases were implemented, but despite this, the accumulated losses continued to grow.
These adjustments, added to the scheduled 101% increase in toll rates by 2028, make BR-163 one of the most expensive highways for drivers who use it.
According to information released by CCR MSVia, the amount charged for every 100 kilometers of single lane will increase from the current R$7,52 to R$15,13 in the coming years. In the first year of implementation of the new rate, the increase will already be significant, rising to R$10,06 for every 100 kilometers. The adjustment, estimated at 33% in the first year, occurs without substantial improvements being delivered to drivers using the road.
Billion-dollar investment commitment
Despite the tariff increases, CCR announced an investment forecast for the next 30 years, totaling around R$16,9 billion, according to information updated by the concessionaire.
Of this amount, R$9,29 billion will be allocated to structural works on the highway, while R$7,7 billion will be applied to the operation of the road.
Among the promised improvements, the following stand out: the duplication of 203 kilometers, the installation of third lanes in strategic sections, improvements to the shoulders, and the construction of walkways and contours to facilitate the flow of vehicles.
The duplication project, however, has been an old promise.
Since the privatization of BR-163 in 2014, CCR has committed to carrying out the complete duplication of the highway, but has only delivered isolated sections, mainly in areas where the execution of the works required less investment.
This selective approach has led to criticism from users and local authorities, who point to failures in the concessionaire's compliance with contractual obligations.
Contractual agreements and amendments
Faced with financial difficulties, CCR returned the concession to the federal government, which, however, decided to allow the concessionaire to continue operating BR-163 through a series of contractual amendments.
These agreements have been fundamental in ensuring that the concessionaire maintains its operations on the highway, although without meeting expectations for the complete duplication of the road.
The last of these amendments provides for the extension of the contract, which will now run until 2054, covering an additional decade in relation to the initial expected end date.
Financial impact and dealership reaction
As soon as the Federal Court of Auditors (TCU) authorized the continuation of the contract, CCR MSVia issued a statement to the market, expressing satisfaction with the approval for the next steps of the contractual renegotiation.
The concessionaire, however, maintains a cautious stance in the face of operational losses, projecting that the deficit should only be reversed with a gradual increase in tolls.
Even with the significant increase in revenue, maintenance costs and operating expenses continue to put pressure on the company's cash flow, which revealed, in its latest balance sheet, an average daily loss of R$1,11 million.
This value reinforces the need for contractual renegotiation and tariff adjustment, according to CCR, as essential measures to balance the accounts and enable the fulfillment of planned investments.
Given the rising toll costs and the promises of widening the highway that have not yet been fulfilled, the question remains: will BR-163 users actually receive the promised improvements or will they simply have to bear increasingly higher costs to travel along the highway?
And our political representatives do nothing for the people of Mato Grosso do Sul. We just have to pay and that's it.
I used this highway when I went from MT to SP. Given the prices, I prefer to travel 100 km more, going along the BR070 route, through Barra do Garças MT, then going through Goiás, towards Caiapônia, without any tolls.
Raising the fare will only scare drivers away, increasing the deficit. It is not the solution for those who can avoid it, since the critical points are single lanes, in addition to radars every km.
It has to increase by 200% to see if these people wake up from the **** that these tolls are.
ABSURD, it's already too expensive and they're going to increase it even more and they're not going to give ANY discount on the IPVA, which SHOULD END, just like the mandatory insurance ended (another unjustifiable THEFT)?!?!
