The federal deputy, Da Vitória, presented a bill (PL) that proposes rules for the circulation of bicycles, electric motorcycles and scooters in Brazilian cities. The text presented by the deputy establishes speeds and conditions that pilots must follow to use two-wheeled vehicles on roads, sidewalks and cycle lanes. According to the PL, the rules for using these vehicles on the roads are up to the municipalities, as long as they do not exceed a speed of 50 km/h on the roadway, 6 km/h in pedestrian areas and 25 km/h on cycle paths.

Municipalities will have to register electric motorcycles and scooters above 0,5 Kw and only people over 16 years of age will be able to ride the vehicles. For drivers, safety standards are established, such as the obligation to have a bell in the vehicle, front, rear and side night signs, in addition to a speed indicator.
Drivers who do not comply with the rules for driving and mandatory equipment, in the deputy's bill, will be subject to a fine. The deputy points out in the PL that the lack of regulation for electric motorcycles, scooters and bicycles is creating several obstacles to the use of these means of transport, which are small displacements with cycleelectrics in rural and urban areas and also the inspection of authorities.

According to the congressman, currently the country has the cycloelectric modal as a great option for those who intend to travel short distances.
However, its use by the government has been impeded and made difficult, either by excessive bureaucratization or mistaken equivalence with mopeds, as established today by the CTB, contrary to the concepts of sustainability and principles of the Brazilian mobility policy. The deputy claims to have built the proposal, after dialoguing with a group of users from Greater Vitória.
Demand for electric motorcycles and scooters grows in the country
Mercado Livre carried out a survey that compared the months of May 2020 with the month of May this year. The survey pointed out that the volume of contact to import electric motorcycles and scooters rose by 1.198%.
The second category that showed the most growth in the sector of new electric motorcycles, with 117%, was the 200-cylinder category. Those with 150 cylinders grew by 107% and those with 250 cylinders had an increase of 97%.
Advantages of electric two-wheelers
Electric motorcycles and scooters, although they are more expensive than combustion ones, bring several benefits to consumers and also to the environment, such as zero emission of pollutants.
Electrified ones are much quieter compared to combustion ones, which also contributes to reducing noise pollution. An advantageous point that differs electric motorcycles and scooters from common motorcycles is their electric motor, which does not require as much maintenance due to the number of parts, which is much smaller. Compared to the types of motorcycles, electric ones tend to bring greater savings, as energy expenditure is lower compared to the use of gasoline.
