Who can participate?

The program is aimed at low-income individuals enrolled in social benefits. Although the rules for 2025 have not yet been released, based on previous years, applicants will be able to apply for:

First qualification: in categories A (motorcycles) or B (cars).
Category addition: to include category A or B for those who already have a driver's license.
Category change: for D (passenger transport vehicles) or E (large vehicles, such as trucks and trailers).

Selection Criteria

While specific criteria for 2025 have not yet been released, based on previous editions, applicants must meet the following minimum requirements:

Be criminally liable (be 18 years old).
Know how to read and write.
Have a CPF and Identity Card or equivalent.
Prove domicile or residence in the State of Espírito Santo.
Not being legally prevented from holding a driver's license.
Be registered in the Single Registry for Social Programs of the Federal Government.
Have a family income of up to two minimum wages.
Do not have a disability that prevents you from obtaining a driver's license.

In addition, the program reserves 5% of vacancies for people with disabilities and 13% for former and released prisoners and their families.

Registrations will be made exclusively through the official Detran-ES website, on dates to be announced in the notice.

After the registration period, the final list of selected candidates will be published on the same website.

Selected candidates will have specific deadlines to search for the driving school, perform biometric capture and complete the necessary exams. It is important to be aware of these deadlines to avoid losing the position.

Benefits offered

The program covers all stages of the qualification process, including:

Biometric capture.
Psychological examinations.
Toxicological examination.
Theoretical and practical classes.
Up to three attempts to pass the theoretical and practical tests.
Two extra classes in case of failure in the practical test.

However, the program does not cover the fee for missing exams; in case of absence, the candidate must bear this cost.

In addition to the qualification, the program offers free specialized courses for professional drivers, such as:

School bus driver.
Public passenger transport driver.
Driver transporting dangerous goods.
Emergency vehicle transport driver.
Driver transporting indivisible and other loads.
Motorcycle freight driver.
Motorcycle taxi driver.

The deadlines for completing these courses vary according to the qualification category and the type of course chosen.
