I worked for 20 years at Fronape as a pumper. I think there should be a Ministry of Merchant Marine, because I don't see the Brazilian Navy as having the capacity to provide courses and administer rules and legislation. Its inspections and visits to oil tankers are not adequately verified, because they are only carried out on anchored vessels, and the right thing to do would be to monitor loading, unloading and ballast operations.
