In 2024, the National Institute of Social Security (INSS) launched a new measure that is being celebrated by workers with formal employment contracts: the end of the minimum retirement age based on length of service. The decision comes as a response to pressure for greater flexibility in the social security system, modernizing the rules for those with formal employment contracts and guaranteeing many Brazilians the long-awaited possibility of retiring without depending on an age criterion.
With the new INSS rules, men and women who have contributed for most of their lives will finally be able to throw away the clock that marked the waiting time for the minimum age. Now, women can retire after 30 years of contributions, while men can retire after 35 years, regardless of their age at the end of that period. This flexibility represents a significant relief and a complete overhaul of the retirement plans of millions of Brazilians.
Formula 86/96: the new INSS model
With the end of the old Social Security Factor, the INSS introduced the so-called “86/96 Formula”, a system that redefines the calculation of retirement based on contribution time. This model adds the worker’s age to the contribution time, requiring a score of 86 points for women and 96 points for men. This mechanism aims to serve workers more fairly with a signed employment contract, as it balances age and length of service, better reflecting the reality of each contributor.
To ensure a smooth transition, the government has also planned progressive adjustments to the minimum score until 2027. From that year onwards, the required score will be 90 points for women and 100 for men, in line with the increase in life expectancy of Brazilians.

Retirement Options
For those in the job market With a formal employment contract, the INSS offers several types of retirement, each adapted to different realities and needs. See the main options:
Retirement by age: Maintained for workers aged 65 (men) or 60 (women), requiring 15 years of contributions.
Retirement based on length of service: Although it was discontinued for new workers after 2019, it is still valid for those who already met the requirements before this change.
Special retirement: Focused on professions exposed to unhealthy conditions, such as miners and healthcare workers.
Permanent disability retirement: Benefit intended for those who, for health reasons, are permanently unable to work.
Rural retirement: Exclusively for rural workers, with the need to prove activity for at least 15 years.

In-person Service: At INSS agencies, service can be scheduled online to avoid queues.
