Stricter changes for categories C, D and E
Drivers in categories C (cargo vehicles), D (passenger transport) and E (coupled vehicles, such as trailers) will also be impacted. Currently, these drivers undergo periodic eye exams and toxicology tests, which check for the presence of chemical substances that could compromise driving.
Although the text of the bill does not detail specific changes for these categories, experts point out that the psychometric test should become part of the process. This raises the safety criteria for professional drivers, who deal with more complex situations on the road.
Why is change necessary?
The increase in aggressive and violent behavior on the roads is one of the main reasons for including the new driver's license exam. Congressman Hugo Leal, the bill's rapporteur, highlighted that psychological assessments will help identify drivers with profiles that pose risks to public safety.
The proposal is an attempt to keep up with the demands of modern traffic, which requires increasingly prepared and aware drivers.

Shame on these deputies who have nothing useful to project anymore. Half-heartedly taking money out of the taxpayer's pocket. There will be a shortage of drivers in Brazil. Driving licenses are getting more and more expensive and on top of that they are full of nonsense that doesn't justify anything. All violent citizens in traffic pass the psychological test first. I know several who have even killed. They passed everything first.
The greatest safety on the highways are the highways themselves, with poor maintenance, bad signage, high fuel prices and freight rates that don't increase because no one monitors this... the only monitoring they do is fine the driver, leaving him with more debt in the future... they can put all kinds of tests on him, but it should be free because we already pay tolls, pay IPVA, ANTT, tachograph and taxes on everything we transport. If the truck owner had 20% of what he passes on to the government, we would be happy, but the little that is left is to pay fines, new tires that break, maintenance on the truck due to the poor maintenance of the highways...
The new exam does not correct possible violent behavior in traffic, what is really missing is a law that resolves the situation, but the police are more rigorous with the events, saying that it is a lack of exams, is not the case, if there was strict supervision, and good education, we would not have such wrinkled drivers.
