Japanese ministries select consortia for public renewable energy auction, including proposal with RWE from Germany.
On Wednesday, Japan's industry and land ministries selected three consortiums, one including German company RWE and its partners, to operate offshore wind farms in the second phase of a public auction. It was announced that a fourth wind farm that was part of the tender would be awarded in a later date.
The result of the second major round under a new law to promote wind energy in Japan was closely watched by domestic and foreign energy companies, after the first round was dominated by Mitsubishi Corp, one of the leading companies in the Japanese territory.
Offshore wind energy expansion plan in Japan
Japan's offshore wind energy market is poised to grow considerably in the coming years as part of the Japanese government's effort to reach the 10-year target. gigawatts (GW) of offshore wind energy by 2030 and up to 45 GW by 2040, as part of its efforts to decarbonize the economy. This is a significant step for the country of the rising sun towards cleaner and renewable energy sources.

Winning wind farm consortia in Japan
Recently, it was announced that a consortium consisting of JERA, Electric Power Development (J-Power), Itochu and Tohoku Electric Power was the winner of the public auction for a 315 megawatt (MW) wind farm off the coast of Oga-Katagami-Akita, located in Akita Prefecture in northern Japan. Additionally, another consortium consisting of Mitsui & Co., RWE and Osaka Gas has won a wind power with a capacity of 684 MW off the coast of Murakami-Tainai in Niigata Prefecture, also in northern Japan, and a third group led by Sumitomo Corp and the renewable energy of Tokyo Electric Power has acquired a 420 MW wind farm off the coast of Enoshima, in Nagasaki Prefecture, located in southwestern Japan.
Operation forecast and details of proposals in Japan
The forecast is that the three wind farms, all of the type fixed fund, come into operation between June 2028 and August 2029. The JERA consortium and the Sumitomo group are planning to use wind turbines Vestas, while the Mitsui consortium intends to install General Electric turbines. Winners were chosen based on criteria such as evaluation in terms of bidding price and commercial viability, among other factors, revealed Takahiro Ishii, director of the wind energy policy office at the Ministry of Industry.
Plan for winner announcement in March 2024
The responsible ministries plan to announce the winner of the remaining 356 MW park on the Happo-Noshiro coast in Akita Prefecture in March 2024, as the potential operator requires revisions to the plan due to scheduling issues. These advances in renewable energy are fundamental to the country's future and to reducing the public burden of renewable energy tax.
Boosting renewable energy in Japan
With these exciting developments in the offshore wind energy sector, Japan's commitment to transitioning to more sustainable energy sources is evident. These advances represent a significant step in the right direction and have the potential to positively impact not only the country, but also the entire world.
