Ethanol producers in Maranhão can now sell fuel directly to gas stations, without having to go through distributors. This reduces transportation costs and can make fuel prices cheaper for consumers.

New regulations allow ethanol producers to sell fuel directly to gas stations in Maranhão, eliminating intermediaries and reducing costs. This could lead to lower prices at the pump and more efficient fueling!

The government of Maranhão has taken an important step in the commercialization of fuel in the state. With the signing of a new decree, ethanol producers will be able to sell directly to gas stations, without the need for intermediaries. This change could have positive impacts on both the production sector and consumers.

the ceremony of signing of the decree will take place this Thursday (20), at 16:30 pm, at Palácio dos Leões, in São Luís, with the presence of Governor Carlos Brandão. But, after all, what does this change mean in practice?

What changes with the direct sale of fuel?

Since direct sales eliminate intermediaries, transportation and distribution costs decrease. This can result in gas stations paying less for fuel and passing these savings on to the consumer. However, the final price still depends on other factors, such as taxes and competition between gas stations.

The new regulation allows agribusinesses producing Hydrated Ethyl Alcohol to sell the fuel directly to gas stations. Previously, this sales depended on intermediary distributors, increasing logistical and bureaucratic costs.

With direct sales, the distribution chain becomes leaner, allowing greater flexibility in negotiations between producers and resellers. This can also encourage a more competitive market, benefiting consumers in Maranhão.

Advantages of direct selling to consumers

One of the biggest expectations with this change is the reduction in the final price of fuel. As logistics costs will be lower, gas stations will be able to pass these savings on to the consumer.

Direct sales can make supply more efficient, reducing potential bottlenecks in fuel transportation and increasing product availability at gas stations.

The regulation of direct sales of ethanol did not come out of nowhere. It is based on Law No. 14.292/2022, which originated from Provisional Measure No. 1.100/2022. This MP was sent to Congress by the Federal Government and approved without modifications.

With this legislation, the fuel sector now has more flexibility to negotiate directly, which also influenced the way taxes such as COFINS, PIS and ICMS are charged.

Who can sell and buy directly?

With this regulation, producers and importers of hydrated fuel ethanol are authorized to sell directly to:

  • Fuel distributors
  • Gas stations (retail dealers)
  • Transporters-Resellers-Retailers
  • External market

In other words, the measure opens up new possibilities for the sector, allowing greater dynamism in fuel sales.

The role of the Union and the Secretariats in regulation

The change was the result of a joint effort between the production sector and the government. The Union of Producers of Sugarcane, Sugar and Ethanol from Sugarcane and Biomasses of Maranhão and Pará (Sindicanálcool Bioenergia) requested this regulation, aiming to reduce bureaucracy in the commercialization of ethanol.

A proposal also had the support from several state secretariats, including the State Secretariat of Agriculture and Livestock (Sagrima), Industry and Commerce (Seinc) and Finance (Sefaz). These entities played a fundamental role in structuring the new direct sales policy.
