Aiming to expand the export market of goods in the national port sector, the new measures of the drawback regime in Brazil, altered by the Ministry of Economy, make the production of vessels for the international market more flexible.
The Federal Government and the Ministry of Economy are, together, seeking to expand the export market of products and goods in an intense way in the national port sector. Thus, some changes were made to the drawback regime in the segment, as a way to stimulate the production of vessels for export in the country, making some criteria more flexible that previously prevented significant growth in the segment in the port sector.
Drawback regime in the production of export vessels in the country is changed by the Ministry of Economy to bring new incentives to the national port market
The Federal Government, through the Ministry of Economy, announced this Thursday some changes in the drawback regime of the national port market. The drawback is a special customs regime, in which the collection of taxes is suspended or eliminated when inputs are purchased for the manufacture of goods destined for the foreign market.
Thus, with the changes, there will be new stimuli for the production of vessels aimed at exporting goods in the country.

This is a significant move by the Ministry of Economy in the national port sector to positively encourage export activities, which accounted, last year, for sales of more than US$ 61 billion, according to the portfolio of the Federal Government agency.
Among the main changes to the drawback regime for vessel production is the possibility of a vessel, both for the naval and nautical segments, being produced using the drawback regime even if the manufacturer does not have a defined buyer.
Before the change made to the drawback folder, a copy of the industrialization contract was required to confirm that it would be an operation in this production regime.
In this way, the Ministry of Economy states that the products can be offered on the market practically at prompt delivery, which tends to contribute to the dynamism of the local industry and services linked to tourism in the national territory. Thus, the Federal Government continues to attract investments and increases to the Brazilian economy in the coming years.
Ministry of Economy points out that changes in the drawback will not harm export operations in Brazil
In addition to making a strong contribution to carrying out international operations in Brazilian ports, the changes in the drawback regime will not harm the production of export vessels. There will also not be a negative impact in relation to the controls currently exercised by the Foreign Trade Secretariat (Secex), since the sale of the vessel must take place within a previously established period, as well as the operation will need to be verified by a legal body.
Another important point in the changes to the drawback for the production of export vessels are the requirements previously made to commercial export companies that use the suspension drawback regime, and now they will have the same treatment as trading companies.
“To end the regime, in these cases, it will only be necessary to link to the drawback concession act the tax document sent by the industry to the exporting commercial company, referring to the shipment of the goods”, informs the Ministry of Economy in a note published in the Official Gazette of the Union (DOU) this Thursday.
Now, with the new changes in the drawback regime in the Brazilian port and naval sector, the Ministry of Economy and the Federal Government hope that the market for the production of vessels for export can grow strongly over the next few months.
