Law outsources examiners to speed up driver's license exams. The proposal aims to reduce queues and optimize the process.
Imagine having your practical test to obtain your National Driver's License (CNH) administered by any qualified citizen. It seems unlikely, but a new bill could turn this idea into reality.
In an unexpected move, the government has proposed changes that could put an end to the long wait and bureaucracy that plague those trying to obtain their long-awaited driver's license. But does this new development have its risks?
To proposal to outsource the practical assessment process of CNH candidates, PL 394 / 2024, promises a complete transformation in the system.

Currently, the administration of exams depends exclusively on public servants, which generates long lines and delays, reaching two months in some regions of the state.
According to the government of Santa Catarina, outsourcing would be the solution for this problem, speeding up the process and alleviating the overload on the State Department of Transit (Detran-SC).
How will the new model work?
According to the project, the idea is to create the Special Commission of Traffic Examiners. These examiners will no longer be just public servants, but rather qualified citizens, as long as they complete a specific course offered by Detran-SC.
Upon completion of the course, examiners will be designated by order of the department chair, allowing practical examinations to occur more quickly and efficiently.
This model would not only reduce waiting times, but also would decentralize the power of evaluation, taking the exclusivity of the qualification process out of the hands of the state government.
The change is still in process and will be evaluated by the Constitution and Justice Committee of the Legislative Assembly of Santa Catarina.
Advantages or risks for the CNH?
Facilitate the qualification process It sounds like a great idea, but are there any risks involved? According to experts, outsourcing the assessment can bring more flexibility and speed to the system.
However, there are concerns about the quality and impartiality of the exams, as third-party examiners will not have the same direct link with the public body.
Another important point is that, if the project is approved, Santa Catarina will become the first state to implement such a significant change in the structure of Detran.
This opens doors for debates in other regions of the country. Does the population approve this idea of handing over the assessment to any qualified citizen?
Next steps for the bill on practical tests
O PL 394 / 2024 will be analyzed by the Legislative Assembly of Santa Catarina. According to the document, the members of the Special Commission of Traffic Examiners will have to follow strict regulations and undergo periodic training to ensure that the exams are administered fairly and efficiently.
Meanwhile, the proposal is generating debate among drivers and experts. Some believe that outsourcing will bring more agility and dynamism, while others fear that it will affect the quality of future drivers' assessments.
With the approval of the Constitution and Justice Committee, the project will be put to a vote in plenary, where state deputies will decide the fate of this controversial measure. What everyone is wondering is: will this be the future of driving licenses in Brazil?
