The proposed law promises to transform the future of electric mobility in São Paulo, expanding the charging infrastructure on highways and encouraging the adoption of more sustainable vehicles.
A new and innovative bill is gaining prominence in the São Paulo Legislative Assembly (Alesp) and has the potential to transform the future of electric mobility in the state.
Bill 306/25 proposes an essential measure for the sustainable growth of electric cars: the mandatory installation of fast charging points on São Paulo highways.
This initiative aims to ensure that the state's roads are adapted to the growing demand for more efficient and environmentally friendly transport alternatives.

The expansion of infrastructure for electric vehicles on São Paulo highways
The proposal for PL 306/25 seeks to address one of the main challenges of electric mobility:
the lack of adequate infrastructure.
Currently, the number of electric cars on the streets has increased significantly,
but the charging network has not yet kept up with this growth.
The project aims to expand the infrastructure of fast charging points, which will allow electric vehicle drivers to travel longer distances without worrying about the availability of chargers.
According to the text of the project, concessionaires responsible for highways in the state of São Paulo must install fast charging points at User Service Stations (SAUs), which are located along the main state highways.
This change aims to create an integrated charging network that enables a smoother, more worry-free travel experience for electric car drivers.
Technical criteria for installing chargers
In order to ensure operational efficiency, the project establishes well-defined technical criteria for charging points.
The chargers to be installed must be of the DC (direct current) type, with a minimum power of 30 kW.
This power is essential to ensure that charging is fast enough to meet growing demand and allow drivers to continue their journeys with as little waiting time as possible.
In addition, each charging point must have at least two connectors in the CCS2 standard,
which is widely used by various electric vehicle manufacturers.
The requirement for more than one connector ensures that different car models can be served,
preventing drivers from being left without access to the service due to connector incompatibility.
How will the new law be implemented and monitored?
The implementation of this new infrastructure is not limited to highways already in operation,
but also covers future road concessions.
To ensure that privatized highways are ready to receive the new structure, concession contracts must already include the requirement to install fast charging points.
This means that all highways in the state, both current and those to be privatized in the future, must be prepared for electric mobility, ensuring that the state of São Paulo becomes an example of innovation and sustainability in the transport sector.
The monitoring and regulation of compliance with this standard will be the responsibility of Transport Regulatory Agency of the State of São Paulo (Artesp).
Artesp will have the role of ensuring that concessionaires comply with the established requirements,
from installation to equipment maintenance, ensuring that charging points are always operational and meet the needs of electric vehicle drivers.
The environmental and technological importance of the project
The proposal also has a strong environmental component. According to the project's author, the expansion of the electric vehicle fleet plays a crucial role in reduction of carbon emissions and in the fight against climate change.
With the installation of more charging points, the project aims to further encourage the transition to a more sustainable and efficient transport model.
Furthermore, the parliamentarian highlights the technological advances that have made electric vehicles more accessible and efficient.
Improving batteries and reducing production costs have facilitated the popularization of electric cars, making them a viable alternative for a larger portion of the population.
However, the charging infrastructure is still not sufficient to support the expansion of this growing fleet, and this is where the bill becomes essential.
By promoting the installation of charging points in strategic locations along highways, PL 306/25 seeks to resolve one of the biggest obstacles to the mass adoption of electric vehicles, offering a practical and efficient solution for drivers who need to ensure that their cars have quick access to a battery charge on long journeys.
Challenges and solutions for electric mobility
Although interest in vehicles with a lower environmental impact is growing, the reality of electric mobility still faces limitations.
The main one is, without a doubt, the lack of adequate charging infrastructure, which may discourage electric vehicle drivers from taking longer trips.
This bill is an attempt to overcome these barriers by giving electric car drivers the confidence that they will easily find a charging point during their journeys.
Furthermore, the project can boost investments in more advanced technologies recharge,
such as ultra-fast chargers, which can further reduce the time needed to charge vehicles and enable a smoother transition to electric mobility.
As technology advances, these charging points could become even more efficient,
contributing to a more sustainable future.
Next steps for Bill 306/25
The path of Bill 306/25 is not yet complete. After being approved by the committees of the Legislative Assembly of São Paulo (Alesp), the bill will be sent to the plenary for a final vote.
If the project is approved by state deputies, it will go to sanction of Governor Tarcísio de Freitas, which will have the final say on the implementation of the new law.
If approved, the project could represent a significant advance for electric mobility in São Paulo and a model for other states.
Installing fast charging points can facilitate the use of electric vehicles, make travel more affordable and provide a more sustainable option for transportation in the state.
Furthermore, the measure may contribute to reduction of pollutant gas emissions and help improve air quality in cities and along highways.
Will São Paulo be an example for Brazil?
The big question remains: with the approval of Bill 306/25, São Paulo will become a model for the rest of Brazil in terms of infrastructure for electric vehicles?
The state is on its way to becoming one of the pioneers in adapting its highways to electric mobility, but will other regions follow suit?
This new proposal could be a game changer for the future of mobility in the country. What do you think of this change? Are you ready to adopt an electric car when the charging infrastructure becomes more accessible? Share your opinion in the comments!
