The discussion by the Ministry of Mines extends to Ibama's role in granting licenses and their impacts. Oil licensing in Foz do Amazonas continues to be a central theme in the political environment.

The controversies between the Ministry of Mines and Energy, led by Alexandre Silveira, and Ibama, with the Minister of the Environment Marina Silva, are highlighted this Friday (25/08), in the licensing for the oil exploration at the mouth of the Amazon. While Silveira emphasizes the importance of Ibama's technical freedom to move forward with licensing, Marina Silva defends the non-politicization of the matter, refuting the possibility of conciliation on the technical decision of the Attorney General's Office (AGU) to waive the Environmental Assessment of Sedimentary Area ( AAAS) for Petrobras.

Petrobras licensing for exploration in Foz do Amazonas has repercussions on ministries

The dispute over the licensing for oil exploration in Foz do Amazonas escalated between the Ministry of Mines and Energy and Ibama, with opposing opinions regarding the authorization granting process.

The Minister of Mines and Energy, Alexandre Silveira, emphatically defends the need to grant Ibama technical freedom in environmental licensing.

He argues that this freedom is essential to advance the evaluation of studies in the region, seeking a balance between exploration and environmental concerns.

On the other hand, the Minister of the Environment, Marina Silva, emphasizes the importance of avoiding politicization in licensing.

She emphasizes that technical issues must be treated impartially, rejecting the idea of a political compromise on the AGU's decision to waive the Sedimentary Area Environmental Assessment.

The AGU triggered part of the conflict by proposing to waive the AAAS requirement for Petrobras' environmental licensing in Foz do Amazonas. The body supports its decision based on existing legislation.

Marina Silva, in recent statements, reiterated Ibama's position of not granting licenses based on political considerations. She rejects the possibility of conciliation in relation to the AGU opinion, arguing that technical issues are not amenable to political agreements.

Debates around Ibama and the Equatorial Margin extend beyond licensing

Ibama's role in the licensing of Foz do Amazonas continues to be highlighted in the controversy.

While Marina Silva claims that the agency does not issue licenses for political reasons, the main focus remains on the technical basis of decisions, with an emphasis on environmental concerns and possible impacts.

The conflict extends beyond the technical issue of licensing.

Ibama also highlights the uncertainties regarding guarantees for the preservation of fauna in oil incidents, in addition to the possible negative effects of exploration in indigenous areas.

The impasse between the Ministry of Mines and Energy and Ibama in the licensing of oil in Foz do Amazonas reveals the complexities involved in the intersection between economic interests and environmental preservation.

While Silveira and Marina Silva express contrasting views, the search for a technical and balanced middle ground remains the greatest challenge to ensure sustainable development in the region.
