A Petrobras published in Petronect, in 30 November, the notice 7004338481, opening bidding for supply of FPSO units SEAP-II and an option for the FPSO SEAP-I. The bid opening date is set for June 16th, 2025.
NEW FPSOs FOR ONE OF THE COUNTRY’S LARGEST PRODUCING PROVINCES
The FPSOs, which will have the capacity to 120 thousand barrels of oil per day (bpd) each, are part of a hiring model Build, Operate and Transfer (BOT).
This means that the contracted company will be responsible for design, build, assemble, operate and, subsequently, transfer the operation to Petrobras.

Furthermore, the oil produced will be of high quality, with a density between 37 and 42 degrees API, further enhancing the project in the international market.
PROJECT DETAILS: A TECHNOLOGICAL LEAP
- Liquid capacity: 140.000 bbl/d
- Oil production: 120.000 bpd
- Gas processing: 12Mm³/d (with up to 18Mm³/d considering both units)
- Processing of produced water: 100.000 bbl/d
- Injection of desulphated water: 200.000 bbl/d
- Storage: 1.400.000 barrels
- POB (People on Board): 240
- Useful life: 25 years
With pipelines 111 km at sea e 23 km on land, the treated gas will be delivered directly for consumption by the population, eliminating the need for a UPGN (Natural Gas Processing Unit). This innovation is possible thanks to the plant of reinjection of heavy hydrocarbons (C3+), ensuring energy efficiency and cost reduction.
SUSTAINABILITY IN FOCUS: COMBINED CYCLE AND RESOURCE REUSE
Another highlight is the possibility of using combined cycle in turbines, reducing by up to 25% natural gas consumption. The combined cycle uses the energy from the exhaust of the main turbines, using steam turbines to optimize energy consumption.
A produced water processing plant is connected to a system of water injection, aligning projects with the company’s most advanced sustainability practices.
LOCATION AND PARTNERSHIPS IN THE SEAP-I AND SEAP-II FIELDS
- SEAP-II: It covers the fields of Parrotfish, Northwest Parrotfish and Southeast Parrotfish, in the concessions BM-SEAL-4, BM-SEAL-4A and BM-SEAL-10.
- Operator: Petrobras (75% in BM-SEAL-4 with ONGC; 100% in other areas).
- SEAP-I: It meets the fields of Needlefish, Western Needlefish, Mackerel and Pompano, located in the concessions BM-SEAL-10 and BM-SEAL-11.
- Operator: Petrobras (60% in BM-SEAL-11 with IBV BRASIL; 100% in BM-SEAL-10).

The big problem with this project has been financing the bidding process. There is no need to include the gas treatment plant in the FPSO. Petrobras has a huge infrastructure on land and could bid for it separately. The domestic content further aggravates the financing issue. It is unlikely to work again.
