Northeastern state signs billion-dollar pre-contract for green hydrogen plant with Norwegian company, creating 1.000 direct jobs. Discover the positive impact of this investment on local development and sustainable energy!
Brazil’s Northeast is firmly on its path to becoming a strategic hub for renewable energy, and one state is leading the way. With a R$9 billion investment in a new green hydrogen plant, this region is gaining an innovative boost to drive Brazil’s energy transition.
In addition to being a pioneering project, the initiative is expected to generate 100 direct jobs during its construction and another XNUMX highly qualified positions during the operational phase. But do you know which state is leading the Northeast to the forefront of green hydrogen production?
With an important advance for the energy transitionética In the Northeast, the Government of Ceará signed, this Monday (28), a pre-contract worth R$9 billion with the Norwegian company Fuella AS.

The goal is to install a green hydrogen industrial plant (H2V) in the Export Processing Zone (EPZ) of the Port of Pecém. In addition to placing the state at the forefront of H2V production in the country, it should generate a thousand direct jobs during construction and another 100 high-quality jobs during operation.
The Importance of Green Hydrogen Production in Ceará for the Northeast and Brazil
Green hydrogen is seen as one of the most promising solutions for reducing carbon emissions, especially for sectors that are difficult to electrify, such as industry and heavy transport. This technology uses renewable energy sources, such as wind and solar, to produce hydrogen without carbon emissions, a relevant advantage in the context of combating climate change.
Ceará, with its potential in renewable energy and strategic location, is a strong candidate to lead this energy revolution in Brazil. The Port of Pecém, where the plant will be installed, has the infrastructure and logistical capacity for export, making it a central point for the distribution of green hydrogen to the international market.
Details of the agreement with Fuella AS
The pre-contract between the Government of Ceará and Fuella AS foresees an investment of R$ 9 billion, with an industrial plant that will have capacity to produce 400 thousand tons of green ammonia per year, all destined for the foreign market.
The plant will be built over the next three years, and operations are expected to begin on schedule following implementation of the engineering and environmental projects.
Fuella AS is a global developer and operator of green hydrogen and ammonia plants. The project in Ceará will be supported by Allianz Capital Partners, part of the Allianz group, one of the largest insurers and asset managers in the world.
Thorsten Helms, Fuella's Business and Corporate Development Director, praised the state of Ceará for its leadership in the energy transition and highlighted that the project will bring major advances in the green ammonia market.
"We are very happy to have Ceará as a partner and we are truly convinced that this is one of the best places in the world to produce green ammonia. Therefore, we are very proud and can't wait to start work and we thank you for trusting us.“, commented Helms.
The Green Hydrogen Hub at the Port of Pecém
This project is part of a larger strategy to transform Ceará and the Northeast into a Green Hydrogen Hub. Since the creation of the Port of Pecém ZPE, the state has sought to attract investments in the area of renewable energy.
Currently, pre-contracts signed on site total US$ 24 billion, with several companies interested in being part of this energy transformation process.
Hugo Figueirêdo, president of the Pecém Complex, highlighted the relevance of this investment and how it strengthens Ceará’s position in the global H2V market. “This is a company that is participating strongly in the Green Hydrogen market worldwide, and it comes here to strengthen our Hub and ensure that we can offer a set of solutions for the H2V chain. Not only for the external market, but also to strengthen our internal market.“He concluded.
Economic and environmental benefits for Brazil
In addition to the direct impacts on the economy of Ceará, such as job creation and attracting new investments, the project aims to position Brazil as a major producer of green hydrogen, contributing to global emissions reduction targets. The construction and operation of the plant should generate positive impacts on the local economy, with more jobs and industrial development in the Pecém region.
With the growing demand for sustainable energy alternatives, green hydrogen produced in Ceará will be able to supply international markets seeking to reduce their carbon footprint, such as the European Union. The installation of the plant in Pecém also places Brazil in a strategic position for future clean energy trade negotiations.
The Future of Ceará in Renewable Energy Production
With the advancement of these projects, Ceará is consolidating its position as a leader in renewable energy and reinforcing its commitment to sustainable development. The state government will continue to promote policies that facilitate the establishment of companies in the clean energy sector, strengthening the local economy and contributing to the construction of a more sustainable future.
Thus, with the support of foreign investors and an environment conducive to innovation, Ceará is projecting itself on the global stage as one of the largest hubs for the production of green hydrogen, a step that promises to redefine the frontiers of the energy transition in Brazil.
