For those who want to train in the area and monitor the decisions that shape the Unified Health System (SUS), a free and innovative opportunity arises!

Um course Created by the National Health Council (CNS), in collaboration with renowned institutions such as Fiocruz and the Federal University of Mato Grosso (UFMT), it offers specialized training in monitoring and evaluation for social control in the SUS.

Course to strengthen social control in the SUS

The course, entitled Training in Monitoring and Evaluation for Social Control in the SUS, aims to prepare health advisors and others involved in social control to monitor SUS policies and deliberations with greater precision and rigor.

This training arises from a demand discussed at the 16th National Health Conference, held in 2019, where the need for more effective strategies for monitoring public health policies was recognized.

Important goals and partnerships

With a partnership between the CNS, the Sergio Arouca National School of Public Health of the Oswaldo Cruz Foundation (Fiocruz) and the Institute of Public Health of UFMT, the course uses the Fiocruz Virtual Campus as a teaching platform.

The objective is to provide theoretical and practical tools so that health advisors across the country can strengthen their performance, especially with regard to social control in the SUS.

This course is the result of solid collaboration between the institutions involved, aligning the design and execution of the content with the expectations of the CNS.

According to Marly Cruz, training coordinator at Fiocruz and researcher at the National School of Public Health, the course offers a complete base in concepts and methods of monitoring and evaluation in health.

Furthermore, it provides practical applications that will allow advisors to improve their oversight of public policies.

Course structure and content covered

The course is divided into modules that cover everything from the basic principles of social participation in health to monitoring and evaluation techniques. The goal is for students to understand the role of health conferences and apply what they have learned to monitor the policies and actions implemented by the SUS. The course modules include:

Module 1: Basic principles and concepts on social participation in health

  • Unit 1: Essential concepts of life in society
  • Unit 2: Understanding the Unified Health System and social control

Module 2: Planning, monitoring and evaluation in health

  • Unit 1: Theoretical and conceptual definitions of monitoring and evaluation
  • Unit 2: Health planning and methodological approaches

Module 3: Contributions of monitoring and evaluation to social control in the SUS

  • Unit 1: The role of conferences in the deliberative process
  • Unit 2: Techniques for following up on conference resolutions and deliberations

Innovation and track record of success

According to Juliana Kabad, course coordinator at UFMT, this training emerged as a continuation of another initiative carried out in 2023.

The previous proposal, made in a hybrid way, already presented innovative content that explored monitoring and evaluation in the context of social control in health.

With the new course, the idea is to expand the reach so that health councils in all regions of Brazil can benefit.

Kabad also emphasizes that there was an effort to adapt the teaching material and include new video classes, without losing the essence of the content.

The expectation is that this training will continue to support health councils in their processes. planning, monitoring and evaluation of public policies.

A legacy for public health policies

The course also becomes an important instrument for future actions, as explained by the president of the CNS, Fernando Pigatto.

He believes that this training is essential so that health councils can respond to the 17th National Health Conference, planned to directly reflect on municipal health plans from 2026 onwards.

“This course will be essential for the conference deliberations to really influence health plans,” says Pigatto.

Social participation and engagement

The proposal also emphasizes the importance of social control in the public policy cycle, from formulation and implementation to monitoring and evaluation.

With this training, the CNS hopes that health advisors at all levels – municipal, state and national – will be able to act in a more active and informed manner, ensuring that the deliberations of the health conferences are effectively applied and monitored.
