A billion-dollar investment is coming to Ceará. Fuella AS, a renowned Norwegian company, has just signed a pre-contract with the Pecém Industrial and Port Complex (CIPP) and the Government of Ceará, which puts the state at the forefront of green hydrogen (H2V) and ammonia production in Brazil and the world. No less than R$9 billion will be invested to get this project off the ground and use it directly to generate jobs and develop the region's economy.
The plan is ambitious: a plant capable of producing 400 tons of green hydrogen and ammonia per year, all destined for export. With construction in Ceará estimated to generate 100 direct jobs and another XNUMX specialized jobs in the operation, the project promises to have a profound impact on job creation and qualifications in the energy sector.
The importance of investment in Ceará
This investment in Ceará is not just another impressive number for project statistics international. It adds to a series of pre-contracts signed in the state, bringing the total volume to US$ 24 billion in initiatives aimed at H2V, in addition to 40 memorandums of understanding signed. This trajectory makes Ceará a true center of innovation and energy transition, with the potential to lead the Brazilian and even international green hydrogen market.
Thorsten Helms, General Manager of Business and Corporate Development at Fuella AS, highlighted Ceará’s strategic position in this scenario: “We are very convinced that this is one of the best places in the world to produce green ammonia. We are therefore very proud and can’t wait to get started, and we thank you for trusting us.”

Pecém Complex: Green hydrogen hub and more
The president of the Pecém Complex, Hugo Figueirêdo, emphasized that the arrival of Fuella AS strengthens the local ecosystem for the production of green hydrogen, consolidating Ceará as a reference hub. The expectation is that the project will not only supply the external market, as planned, but also enhance the internal H2V chain, stimulating innovations and increasing the region's competitiveness.
“The Pecém Complex has already established itself as a strategic hub for green hydrogen, and the partnership with Fuella AS will expand our capacity to offer complete solutions. This reinforces our role in the global market and meets a growing demand for sustainable energy alternatives,” said Figueirêdo.
European incentive and important partners
Fuella AS’ success in the first European Hydrogen Bank auction secured €720 million in funding from the European Commission, positioning the company as one of the sector’s leading players. This support has been essential for Fuella to advance not only in the Ceará project, but also in innovative initiatives in Europe.
Furthermore, the presence of Allianz Capital Partners as an investor is a seal of confidence in the project. Allianz, an asset management giant and one of the largest insurers in the world, represents a robust financial force that should boost investment in Ceará and Fuella's green hydrogen projects globally.
Focus on sustainability: What Fuella AS already plans for Norway
While plans for Ceará are taking shape, Fuella AS is already working on another front with the Skipavika project, one of the first large-scale green ammonia plants in Europe, scheduled to operate in 2026. Located in Norway, this plant will have an annual production of 100 thousand tons, using exclusively renewable energy (wind and hydroelectric) to drastically reduce carbon emissions.
In Norway, a second project, called Korgen, aims to produce up to 200 tons of green ammonia per year, reinforcing Fuella’s commitment to sustainability. Both projects use the most advanced technologies to meet the growing demand for clean energy and reduce the use of fossil fuels.
The expectations of the government of Ceará
For the governor of Ceará, Elmano de Freitas, the signing of the pre-contract with Fuella AS is a milestone for the state. “We are at the forefront of green hydrogen production in Brazil. This pre-contract is very important and should, in two years, develop its projects and, in three years, build the plant for the large-scale production of green ammonia in Ceará”, explained the governor, highlighting his pride in seeing the state attract such relevant investments.
This investment in Ceará, in addition to strengthening the local economy, represents a significant step towards Brazil’s energy transition.
