With R$5,6 million, the Army is building a stage city in Campinas to train troops. There are 66 realistic buildings in 12 blocks, including stations for using grenades and rescues.
A monumental and highly complex work has begun to be carried out in Campinas, in the interior of São Paulo. Far from the spotlight, the Exército brasileiro has begun construction on a structure that promises to transform the way troops prepare for urban crises.
Behind a million-dollar budget, the proposal is to simulate urban scenarios with impressive realism. But what is the real purpose of this project?
The construction, valued at R$5,6 million, will be installed at the Urban Operations Instruction Center (CIOU), located in the 28th Mechanized Infantry Battalion (28° BIMec).

According to information from the Army, the “scenic city” will have 2,8 square meters and will consist of 66 improvements distributed across 12 blocks.
The space will have 20 different types of buildings, including 16 residences, three towers, large stations, specific locations for the use of grenades and break-in training.
Structure of the scenic city
The project for the film set is ambitious and detailed. The first phase includes 31 buildings spread over four blocks.
The buildings vary in size and functionality, with highlights including a 125 m² tower and a large station measuring 1.190,72 m². Smaller residences, ranging in size from 29 to 215 m², will also be part of the scene.
The buildings will be rustic, without internal finishing and without covering for water, sewage or energy installations.
Despite this, realism will be maintained. The notice requires characteristics similar to those of a conventional urban environment, such as public lighting poles with overhead cabling.
According to the document, the chosen land already has streets and preserved vegetation, eliminating the need for deforestation.
Why build a film set?
According to the Army, the project is a response to the precariousness of the existing structures. Currently, the CIOU uses improvised containers to simulate urban environments, which compromises the quality of military training.
“The lack of realism greatly harms the training of troops, which is reflected in the operational capacity of the Land Force,” the agency stated in a note.
The proposal is that the new infrastructure will offer more realistic conditions for crisis simulations. The objectives include training for natural disasters, hostage rescues, containment of civil unrest and response to terrorist attacks.
According to experts, technical and tactical preparation in environments that reproduce real challenges is essential for successful operations.
What is CIOU?
The Urban Operations Training Center (CIOU) is the main Army unit focused on training military personnel in urban scenarios.
The facility, located in Campinas, has the mission of preparing troops for crisis situations in cities, including rescue operations and crowd control.
The new project seeks to raise training standards, focusing on the construction of permanent buildings that expand simulation possibilities.
“The temporary structures do not meet the complexity of the exercises necessary to maintain the operationality of the Brazilian Army”, states the official document.
Sustainability and cost
Although the R$5,6 million budget generated debate, the Army highlights that the work was designed to minimize environmental impact.
The use of a flat area with preserved vegetation and existing streets was one of the criteria adopted to make construction feasible. In addition, the buildings will have simple structures, optimizing costs and construction time.
The implementation of this film set places Brazil at a strategic level in the training of troops, allowing training with standards similar to those used by armies in other countries.
The investment, therefore, goes beyond military preparation and reflects the strengthening of national security.
A strategic and controversial project
Despite its advantages, the construction of the film set also raises questions. Experts discuss the viability of the high investment in a challenging economic context.
Meanwhile, the Army continues to defend the project as a key element in the modernization of the armed forces.
