The Port of Pecém confirms operator for green ammonia terminal and is working on a utility corridor and pier adaptations; anchor projects have targets for producing and shipping clean fuels abroad.
O Pecém Complex (CE) consolidated new steps to become a national reference in green hydrogen e green ammonia. In June 2025, the port renewed the pre-contract with the consortium Stolthaven/GES to operate the ammonia logistics infrastructure, the centerpiece of the H₂V HubThe agreement provides predictability for the engineering stage of the export terminal.
Meanwhile, the federal government and the Complex are moving forward in infrastructure works with the creation of a utility corridor with pipelines for ammonia, hydrogen, natural gas, water and electricity, in addition to adaptations at pier 2 to handle H₂V derivatives. These interventions prepare the port for industrial-scale operations.
On the industrial side, the AES Brazil filed EIA/Rima of a project capable of producing up to 800 thousand t/year of green ammonia, supported by about 2,5 GW renewable energy. The project must be located in Ceará EPZ (Sector 2), within the Pecém Complex, and foresees thousands of jobs during the construction phase.

The strategy is also anchored in international partnerships: from 2018, port of Rotterdam é 30% partner of Pecém, reinforcing its export vocation and access to markets that demand low-carbon fuels.
What changes with the green ammonia terminal operator
The definition of the operator reduces uncertainties of storage, handling and safety of green ammonia, which is today the preferred route for transport hydrogen over long distances. The pre-contract with the Stolthaven/GES copper planning, construction and operation of infrastructure, a stage seen as a bottleneck in port hubs around the world.
With utility corridor and retroarea of the prepared ZPE, Pecém creates an industrial “last mile” connected to the pier, a critical condition for close contracts offtake with traders and industries.
Another vector is the engineering financing and pre-implantation. The Ceará EPZ reported approval of Finep resources for the H₂V structural project, in an enterprise that aims up to 900 thousand t/year of ammonia carried in Bolivia by House of Winds and TotalEnergies, still subject to schedules and licenses.
Anchor projects and milestones already achieved
In addition to AES, the EDP pilot project produced, in December 2022, first green hydrogen molecule of the company in the world and the first reported in Brazil, validating the technological route in the country itself Pecem Complex.
A Fortescue had initial phase approved to implement an H₂V plant in the ZPE, a sign of progress in one of the first pre-contracts signed by the State. In parallel, groups such as qair continue with industrial planning for hydrogen and ammonia In Ceara.
The portfolio includes memoranda and pre-contracts signed since 2021, with scalable goals of electrolysis e derivatives aimed at export to Europe, where Rotterdam It functions as a logistical and commercial gateway.
Infrastructure: pipelines, piers and EPZ unlock exports
A adaptation of pier 2 and dedicated terminal aim to raise standards of safety, compatibility and charging rate of ships to green ammonia. O utility corridor the whole world electrolysis units e synthesis in the ZPE to the tanks and the pier, reducing duplicate CAPEX between companies and issuing signs of regulatory stability.
A Ceará EPZ also plans internal ducts specific to ammonia and hydrogen, integrating production and distribution. In hub models, this interconnection is crucial for competitiveness and environmental certification.
In the medium term, port expansions and logistical improvements in Pecém tend to support higher throughput of low-carbon products, aligned with governance CIPP/Rotterdam.
Why green ammonia is the Ceará route
A green ammonia is today the most viable derivative to transport H₂V over long distances and can supply fertilizers, shipping e manufacturing. In Pecém, ongoing projects aim local production e export via Rotterdam, in line with transition scripts e international certification.
Sector reports highlight the need for certification standards, performance indicators and shared infrastructure for economies of scale — points included in Ceará roadmap to the Hub.
Do you think Brazil should prioritize exporting green ammonia or using H₂V to reduce the cost of fertilizers and steel in the country? Leave your opinion in the comments.
