An agreement between senate leaders determined, yesterday afternoon (03/09), an agreement that increased the amount to be received by the state of Rio de Janeiro referring to the amounts that will be received with the oil mega-auction of the transfer of rights scheduled for November . If before the amount that was up to the state was R$ 326 million, now it has been decided that Rio will receive R$ 2,5 billion, for the other states the amounts have not been changed.
The agreement was announced by the president of the Senate, Davi Alcolumbre (DEM-AL) and the amendment was presented by the senators of Rio, Flávio Bolsonaro (PSL), Romário (Podemos) and Arolde de Oliveira (PSC).

By the estimate of federal government the mega auction should yield R$ 106,5 billion to the union's coffers. R$ 33,6 billion belong to Petrobras as compensation for the renegotiation of the onerous assignment contract.
The state of Rio de Janeiro will be responsible for 3% because the oil exploration blocks are on the coast of the state and the other states and municipalities will be divided around R$ 21,8 billion, according to the criteria used for the Funds State Participation (FPE) and Municipal Participation (FPM).
As these old criteria privilege less developed locations with lower per capita family income, Rio de Janeiro would be disadvantaged in the division.
The part of the mega auction that will be up to the federal government will be R$ 48,8 billion, an amount that will help reduce the public debt.
The municipalities of Rio will share R$ 332,1 million.
What is Onerous Assignment
A contract signed in 2010 gave Petrobras the right to explore up to five billion barrels of oil through direct contracting, without bidding. In exchange, the company anticipated the payment of R$ 74,8 billion to the government.
