On March 06, the National Petroleum Agency (ANP) held two virtual workshops, with biofuel producers, to discuss proposed changes in ANP Resolution No. 03/734.
During the event, the preliminary regulatory impact analysis report (RPAIR) was presented, which is currently under public consultation. ANP Resolution No. 734/2018 establishes the rules for producers of biofuels in Brazil, covering both the authorization for the productive activity and the granting of authorizations for the operation of the production facilities.
The first workshop, held in the morning, was focused on biodiesel and biomethane producers, while the second, in the afternoon, was aimed at ethanol producers. The superintendent of fuel production at the ANP, Patrícia Baran, emphasized the importance of the event for improving the regulatory process and the quality of regulations through social participation.
Among the regulatory options proposed by the ANP are requiring a change management study for changes in the production facility, requiring the inspection report from the fire department for all ethanol producers and establish criteria for revocation of operating authorization in case of absence of biofuel production for more than two years.

There, it is also possible to access the preliminary regulatory impact analysis report. It is worth remembering that the proposed changes aim to mitigate the risks associated with the biofuel production, following the guidelines for the protection of human life and the environment.
Mapa and Aprobio discuss how to effectively increase the percentage of biodiesel in diesel oil
The Association of Biofuel Producers of Brazil (APROBIO) presented to the Minister of Agriculture and Livestock, Carlos Favaro, a proposal for the resumption of growth in the percentage of biodiesel blended into diesel oil. The entity wants the current percentage of 10% to increase to 12% in March this year, with a gradual increase until March 2024, when it should reach 15%. The proposal was very well received by the minister, who stated that this is a very important sustainable energy matrix and that it will have full support to strengthen the Brazilian green economy and bioeconomy.
The minister was also presented with a proposal to create a national program to deal with advanced biofuels, implementing green diesel and biokerosene. According to the director of Aprobio's board of directors, Erasmo Carlos Battistella, this is a necessity, since Brazil is a signatory to the CORSIA agreement, which from 2027 will oblige airlines that operate Brazilian routes internationally to offset their emissions by purchasing of carbon credits.
The definition of changes in the mixture must be approved by the National Council of Energy Policy (CNPE), of which the Ministry of Agriculture and Livestock is part. If approved, this measure will be an important advance in promoting a sustainable energy matrix in the country, generating jobs and opportunities for the population, in addition to promoting the production of biofuels.
