A Brazilian state has entered the neo-industrialization route with the arrival of a multi-brand automaker that will produce electric and hybrid vehicles. With an initial investment of R$400 million and capacity to produce 40 cars, the project promises to generate 9 jobs and transform the state's economy.
A state is about to become the epicenter of an industrial revolution in Brazil, with the installation of an assembly plant that promises to transform the local economy and generate thousands of jobs.
The agreement, which involves billion-dollar figures and the production of electric and hybrid cars, marks the beginning of a new phase for the state, which for years has sought to regain its relevance in the automotive sector. But what are the details of this venture that promises to make history?
Ceará finally managed to attract major investment into the automotive sector, after years of failed attempts and a significant loss of relevance with the closure of the last assembly plant in the state.

Now, with an initial investment of R$400 million, the state is preparing to house a multi-brand automotive industry in Horizonte, in the Metropolitan Region of Fortaleza.
The project, announced by governor Elmano de Freitas and vice-president and minister of Industry, Geraldo Alckmin, promises to place Ceará at the forefront of the production of electric and hybrid vehicles in Brazil.
Multi-brand model and the production of 40 thousand vehicles
According to journalist Victor Ximenes, from the portal Journal of Northeast, the new automaker will have the capacity to produce up to 40 thousand vehicles in the first phase of operation, scheduled to begin in the first half of 2025.
This industrial plant will be a pioneer in Brazil as it operates under a multi-brand model, already established in other international markets. This model will allow several companies in the automotive sector to produce their models in the same industrial complex, providing a diversity of options and increasing competitiveness.
Job creation
The economic impact of this venture is undeniable. In addition to the 40 vehicles planned for the first phase, the project could generate up to 9 direct and indirect jobs, according to state government estimates.
In the initial phase, 255 direct vacancies are planned, but the number is expected to grow significantly as the project progresses. According to the government, investment figures should exceed billions of reais in the next phases, consolidating Ceará as a reference automotive hub in the country.
The neo-industrialization of Ceará
According to vice-president Geraldo Alckmin, This new industrial hub will be a milestone in the neo-industrialization of Ceará, which already has competitive advantages, such as clean and renewable energy, in addition to a strategic location.
The state also stands out for the quality of education, which makes a difference in the training of human resources that will work in the industrial complex.
This project is accompanied by Mover – the Federal Government's Green Mobility and Innovation Program, which established guidelines for the production and commercialization of new energy vehicles in Brazil, offering significant incentives for ventures like this.
The negotiation process and the choice of Ceará
The arrival of this assembler to Ceará is the result of a long process of prospecting and negotiations, led by governor Elmano de Freitas and the president of the Development Agency of the State of Ceará (Adece), Danilo Serpa.
Several meetings and trips, both in Brazil and abroad, were necessary to make the agreement viable, which now places the state in a prominent position on the national industrial scene.
One of the decisive factors for choosing Ceará as the headquarters for this new automotive hub was the existence of an area already prepared to receive the industry.
The land, located in Horizonte, where the Troller factory previously operated, was transferred by Adece to Comexport, the company responsible for the project, on loan basis. This area already has the necessary infrastructure for the installation of the new assembly plant, which facilitates and speeds up the factory construction process.
