São Paulo's roads are about to undergo a historic transformation, with promises of duplication of roads, cycle paths that will stretch for kilometers and structural improvements that aim to revolutionize mobility in the state.
The Government of São Paulo is allocating $ 4,3 billion over the next 30 years for an extensive improvement plan for several state highways.
According to information revealed by newspaper Gazeta de S.Paulo, the project foresees the duplication of 90 kilometers of roads, the construction of 73 kilometers of cycle paths, and the addition of overtaking lanes and shoulders in several regions. However, the start date for toll collection on the new roads has not yet been announced.
Investments and improvements in highways
Duplications and cycle paths: One of the central points of the investment includes the duplication of the Bertioga-Santos section SP-055 (Rio-Santos), which will also have a cycle path along its entire length.

Furthermore, the section between Peruíbe and Praia Grande will win marginal roads and devices to improve urban connectivity. In the section Miracatu-Peruíbe, Besides the duplication, there will be the construction of road devices, verges and walkways.
Tolls and control systems
- Investments in collection systems
According to the Technical and Economic Feasibility Study, the Public-private partnership (PPP) that underlies this project foresees an expenditure of R $ million 87 in systems and equipment for toll collection, with R $ million 25,6 will be applied in the first year of the contract.
The value of the tariffs was stipulated between $ 1,00 and $ 6,00 in the Coastal Lot, with a rate of R$ 0,20 per kilometer for double lanes and R$ 0,14 for single tracks.
- Inspection systems
In addition to tariffs, the study projects an investment of R $ million 29,2 in control and inspection systems, including R $ million 16,8 for installation of radars e R $ million 12,4 for vehicle weighing scales, ensuring safety and efficiency on highways.
Third lanes and safety on São Paulo highways
- Overtaking lanes
The project also includes the construction of 10 kilometers of third lanes in the section Mogi-Bertioga, in addition to the recovery of four kilometers of marginal roads and the construction of 47 kilometers of shoulders.
- Escape ramps in the mountains
In Serra do Mar, three escape ramps will be built in kilometers 78,1, 84,4 e 88,5 for heavy vehicles. These ramps are designed to increase security on steep descents, avoiding accidents in case of brake failure.
With so many changes planned, do you believe that these improvements to São Paulo's highways will really bring long-term benefits, or will the new tolls be an obstacle for drivers?
Ever since the Santos/Rio; Rio Santos; SP 55 highway was built, there has always been talk of doubling this highway! I saw this highway being paved and after that no infrastructure improvements were made (only talk that it would be doubling)! Over the years, there has been an expansion of buildings and the formation of neighborhoods and on some beaches the highway has had its space taken up by buildings (how can this be solved)!
Currently, the volume of cars has increased significantly on highways and coastal roads. Over the years, coastal cities and neighborhoods have expanded and thus increased the number of users on the highway, making it obsolete for the volume of traffic.
There is a lack of route options and/or points of descent/ascent to the coast. To follow the coast from Santos to Bertioga we have the Mogi/Bertioga Highway; Anchieta and Imigrantes.
To continue your journey to the north coast from the Mogi Bertioga Highway to São Sebastião/Ilha Bela, there is no other connection point between the Plateau and the Coast.
Following the Anchieta/Imigrantes complex to Peruibe, the situation is the same, there is no other connection point between the coast and the Plateau and the problems mentioned on the north coast continue to the south.
For years there has been talk of improvements and projects to build another highway (if I remember correctly, there was an approved project for a new highway to the south coast). I don't know if that will happen anymore!
There are several problems, from accessibility to the coast, as the existing highways can no longer support the volume of vehicles, to safety due to the many level crossings for both vehicles and pedestrians, and fluidity on the highway.
Certainly all improvements are welcome and are currently extremely urgent.
But, however and in the meantime we also have to think about removing certain taxes such as the IPVA for example because we are going to put more tolls to pass by car because we pay so many taxes! I agree the highway is maintained in order but we are paying again.
One last detail, why don't the city councils of these coastal cities join forces with the state government to seek solutions for multiple projects, e.g.: Highways and transportation!
I have been a resident of Macuco for exactly 55 years. I am a property owner and I am worried about the expropriations. I am neither old enough nor healthy enough to finance another property. So far we have not been notified. What will they do with the 220 families who will be harmed by this project built within the Macuco neighborhood, given that there are other routes that would not affect the families who live there!! WE ARE NOT AGAINST THE TUNNEL, BUT AGAINST THE EXPROPRIATIONS!!
