It is necessary to fulfill the announced commitment to invest in infrastructure, and to resume works that are at a standstill throughout the country. To do so, the new government knows that it can count on a great partner, the BRICS bank, more specifically on China, according to geopolitical experts.
And it will not be an easy task, not least because many works have serious problems acquired by the time they have been stagnant. According to Alckmin, vice-president and minister of Development, Industry and Commerce, idle work is even more expensive. At the first ministerial meeting held on January 6, Lula announced that he himself would tour the country to identify stalled works.
The BRICS bank, which is now called the New Development Bank (NBD), is certainly a great help. The NBD currently has all the conditions to assist in issues related to infrastructure. And even without abundant resources, and even if they already have a certain address, the inclusion of more members in the group can be the guarantee of the necessary resources. Brazil needs to know how to bargain, know how to negotiate, comment experts. The development of the country and the economy, based on the reality encountered by Lula, depends on this.
In ten years of existence, the NBD has only admitted South Africa now. It is necessary for Brazil to support the candidacy of countries like Saudi Arabia, for example, since the eastern country has large foreign exchange reserves that could be the key for new paths to be opened in international diplomacy.

Betting on China can also be a way out, since the country is an abundant source of resources with regard to infrastructure, especially. And as Beijing has already invested in other countries in Latin America, strengthening relations with Brazil would not be China's business at the moment, but something promising.
With high technology sectors of relevance and very interested in Brazil, after the war in Ukraine, these countries got closer again and could contribute, at least, with intelligence. The three countries, considering their traditions of military industry investment in agribusiness, have possibilities to help in the development of projects that are capable of attracting investments, favoring learning, and developing partnerships with Brazilian companies in border areas.
And as in the NBD the watchword is the maintenance of freedom in the defense of the interests of each one of the members, it is possible for Brazil to use the structure and resources that may come from the bank following its own interests, in this case, the resumption of construction. At the bank, there are no unanimous guidelines, or guidelines that are prohibited from being debated.
