The purpose of Voa Brasil is to make Brazilian retirees and students able to buy airline tickets at a more affordable price.
The federal government is about to launch the Voa Brasil program, which aims to provide affordable airline tickets to different social groups. Initially, the pilot project will be aimed at retirees with an income of up to two minimum wages. As of the second half of this year, they will be able to purchase airline tickets for just R$200, thanks to this initiative.
Voa Brasil Program will expand benefits for students and public servants
Announced by the Minister of Ports and Airports, Marcio França, on March 13, the Voa Brasil program is a government strategy to reduce the aircraft vacancy rate, which currently hovers around 20%.
For this, tickets will be offered at discounted prices at times and dates of lower demand.

“Retired seems like a good filter [for promotional pricing]. It has more time, you can catch the low seasons. The idea is to start a pilot in the second semester and open a specific area for these tickets [on the websites]”, revealed the Civil Aviation Secretary, Juliano Noman.
In addition to retirees, the Voa Brasil program is also expected to be extended to Fies beneficiary students and public servants.
The final text of the program is still being prepared by the ministry, but airlines are already expected to reserve an exclusive area on their websites for the sale of tickets aimed at this group.
Federal Government initiative aims to democratize access to air transport
The Voa Brasil program will be implemented in the payroll format, that is, without direct federal subsidy.
Beneficiaries will be able to buy tickets for R$ 200 each way and make the payment in up to 12 installments.
The transaction will be intermediated by a public bank, such as Caixa Econômica Federal or Banco do Brasil, which will make the payment to the airline and deduct the amount directly from the beneficiary's payroll.
“Airlines fly with 21% fewer passengers, with 21% of seats empty. The objective is for us to be able to fill these seats, encouraging people to fly”, with the program, more Brazilians will have the opportunity to travel.
With the proposal in progress, it is estimated that each person will be able to acquire up to four tickets per year, valid only for trips in the months of February to June, August and November.
These restrictions will help ensure that the benefit is available to a wider range of people.
Another government measure to boost the airline industry and promote economic recovery is the possible change in aviation fuel (QAV) prices.
One hypothesis is to apply the “export price parity”, as suggested by specialists such as Noman.
With the Voa Brasil program, the federal government seeks not only to facilitate access to air transport for retirees, students and civil servants, but also to stimulate the air sector and boost the country's economy.
Through affordable airline tickets, it is expected that more people will have the opportunity to travel and discover different regions of Brazil, promoting domestic tourism and the development of different locations.
