Of the three auctions that will be promoted this year by the ANP, one of them must be postponed. The information came from the general director of the National Petroleum, Gas and Biofuels Agency (ANP), Décio Oddone, yesterday (24/05).
The ANP has heard complaints from oil companies who allege that it will be very difficult to analyze all the areas offered, this year alone there will be 45, and also the lack of time to get the approval of investments in front of their headquarters abroad.
The three auctions
The month of October would be the most overloaded, with two auctions, the one for the 16th round of concessions, on the 10th, which includes 36 blocks outside the pre-salt polygon, and the one on the 28th, which involves the surplus from the transfer of rights, also called mega-auction and has four reserves already discovered by Petrobras in the pre-salt layer.

The third and final auction is scheduled to take place on November 7 and five pre-salt areas will be offered.
Certain of doing good business with the auctions, Odonne does not want to overload the companies, but admitted that there is still no definition about the postponement.
It is necessary to wait for the definition of the Mega-auction of the pre-salt layer, which still awaits approval from the legislature so that the government transfers the R$ 33 billion to Petrobras to Petrobras' account, in order to compensate the company for the drop in oil prices in relation to the contract signed in 2010.
Petrobras will use this amount to compete for at least two areas, which it has already shown interest in, which would cost BRL 21 billion.
Faced with the government's cash difficulties, the payment would have to be approved by Congress.
Therefore, it is not known for sure which of the auctions would be postponed, but the transfer of rights should happen, as the government has the R$ 106 billion that would be raised to reduce this year's fiscal deficit.
This is Oddone's opinion, who also stated that if it were necessary to postpone one of the auctions, it would be the 16th round of concessions, but that the decision was taken by the National Council for Energy Policy (CNPE).
Oddone even stated that the 16th round of concessions and the 6th pre-salt auction are the most attractive auctions that the ANP has ever prepared and that he expects a five-year calendar in 2020 with two rounds per year.
