The idea of the Government of São Paulo is to create hubs in the state and encourage industrial production by providing a favorable environment for investment
The governor of the state of São Paulo, João Dória, announced the creation of 11 industrial development centers in the state.
For the arrival of companies willing to invest in the state, the governor intends to improve the infrastructure of these regions, as well as the adoption of other measures as an incentive, such as simplifications in the release of licenses, improve fiscal and tax conditions and give access to differentiated from credit.
The Government already knows which sectors will be contemplated with these incentives, they are the metallurgical pharmaceutical sectors; of machinery and equipment; automotive; chemical, rubber and plastic; petrochemical; of biofuels; of food and drink; textile; clothing; leather and footwear; of technology and ecoforestry.

The locations chosen are where, currently, the main companies in the sectors mentioned above are already located, such as the regions of Vale Paraíba, Baixada Santista, Campinas, Bauru, Piracicaba, Alto Tietê, Presidente Prudente and Greater ABC.
According to the Secretary of Economic Development, Patricia Ellen, “The activities of the hubs are to identify market failures and act on government failures. productive they are”.

ICMS discount
The Governor also clarified that this is not a tax war with other states, just measures aimed at improving conditions for companies that are already based in the state to invest more.
The creation of the aforementioned benefits, he clarified, will increase the company's productivity and consequently the state's revenue.
João Dória cited an example, “A company that announces an investment of R$ 1,4 billion, for example, with the result of sales and with the (condition) of job creation, will have a discount of 2,5% of the value of ICMS resulting from that investment. Which means that there will be an increase in collection, because it will generate an increase in sales”.
Scania announced this Tuesday, May 21, an investment of R$ 1,4 billion in the modernization of the plant in São Bernardo do Campo-SP.

The ICMS discounts given by the State of São Paulo reach 25% for companies that present plans to build or expand factories with values that exceed R$ 1 billion and generate at least 400 jobs.
