New government proposal provides for free energy, discounts and opening of the energy market
A proposal from the Ministry of Mines and Energy may transform the electricity sector in Brazil, ensuring free electricity bills for 4,5 million families, And discounts for up to 99 million consumers. The plan also foresees that Brazilians will start to freely choose the energy supplier, breaking the current monopoly of distributors, according to the website Uol.
Who will have a free electricity bill?
The benefit of New Social Tariff would attend families with income of up to half the minimum wage per person, registered in the Single and that consume up to 80 kWh/month. In this case, the account would be completely exempt.
CadÚnico families with consumption above 80 kWh would also benefit from progressive discounts. For example, someone who consumes 100 kWh would pay the equivalent of 20 kWh.

The proposal includes an intermediate discount range for families with incomes between half and a minimum wage per capita, with consumption of up to 120 kWh / month, resulting in average reduction of 11,8% on the bill.
Target audience also includes:
- Indigenous and quilombola people (already exempt up to 50 kWh);
- Elderly people and people with disabilities who receive BPC;
- Families with solar energy in isolated communities.
The proposal also provides that consumers can choose between supplier companies, compare rates and opt for renewable sources. According to the government, this breaks the monopoly and stimulates competitiveness.
Who will pay the bill?
The estimated cost is R$ 4,45 billion per year, funded by the fund Spanish Sporthorse and for one average adjustment of 1,43% in the accounts of other consumers — an increase that, according to the government, would be temporary.
Despite the announcement, the Civil House and the minister Fernando Haddad claim that the text still was not formally presented. Minister Alexandre Silveira ensures that the plan has support from President Lula and may be sent to Congress by Provisional Measure.
