If it depends on the Minister of Justice and Public Security, Ricardo Lewandowski, candidates will soon have a new PF exam
New PF contest and PRF? The Minister of Justice and Public Security, Ricardo Lewandowski, pressed for new competitions to be held for the Federal Police (PF) and the Federal Highway Police (PRF) during a meeting with the president Luiz Inácio Lula da Silva this Thursday (31/10).
The meeting, which was also attended by governors, had as its central agenda the proposed amendment to the Constitution (PEC) on Security.
Lewandowski highlighted the need to reinforce the police force of both corporations, directly mentioning the head of the Management and Innovation portfolio, Esther Dweck. According to the minister, the PF, which once had a staff of 15 agents, currently has around 13, which includes administrative positions.

Shortage in PF personnel
During the meeting, broadcast on TV Brasil, Lewandowski stressed the importance of increasing the number of PF agents. He recalled that the institution is overburdened, working on several fronts, such as issuing passports, controlling ports and airports, and performing administrative activities. For him, the reduction in personnel in recent years is hindering the fulfillment of these functions. “We need people,” concluded the minister, reinforcing the urgency of a new PF selection process.
Lewandowski's speech reflected a consensus among those present that public safety in Brazil requires immediate reinforcements. In addition to the PF, the PRF was also highlighted as a corporation with a history of greater personnel, but which today is equally outdated.
Details of the Proposed Amendment to the Constitution (PEC)
The proposal presented by the government seeks to change the attributions of the federal police, with significant changes in the role of both the Federal Police and the Federal Highway Police. In the case of the PF, the PEC foresees that the institution will have expanded powers to act in environmental crimes, as well as against criminal organizations and militias operating in different states or even outside the country.
The PRF will have a more visible role, similar to that of the state Military Police, and will gain new responsibilities, such as patrolling federal railways and waterways. The corporation will also undergo a renaming, reflecting these new responsibilities.
Furthermore, the PEC seeks to consolidate the Unified Public Security System (Susp), created in 2018, in the Constitution and strengthen the National Public Security and Penitentiary Policy Fund. According to the government, these structures, although they already exist, have not been functioning efficiently, which justifies the need for changes.
Next steps for the PF competition
The demand for a new PF competition is old, and with pressure from Minister Lewandowski, the issue is gaining strength within the federal government. It remains to be seen whether the head of the Management and Innovation portfolio, Esther Dweck, will comply with the request.
