A study carried out by the Secretary of Economic Development of Rio de Janeiro was presented during the Nor-Shipping 2019 fair, in Oslo, Norway.
survey carried out by the Secretary of Economic Development of Rio de Janeiro, Lucas Tristão, points to a very optimistic scenario for the national naval industry, after 5 years of crisis.
The main reason for this wave of optimism, according to the secretary, are the auctions that will take place from this year onwards.
The study points to a need by the year 2030 for 270 new vessels to support Exploration and Production activities.
The addition of vessels was based on a scenario with 35 floating rigs and 50 FPSOs in the country and would be 200 to assist around 50 FPSOs and 70 to support a projected fleet of 35 floating rigs.

The scenario for the state of Rio de Janeiro is very grand, as it alone will absorb around 70% of the growth in the fleet of offshore units in the country: 24 rigs, 35 FPSOs and 189 offshore support vessels.
The Minister of Mines and Energy had already declared such a need due to the auctions. In a recent meeting with a delegation from Angra dos Reis, he even declared the demand for 20 FPSOs and that it is time for the market to prepare.
Today, three bidding rounds are planned for exploratory blocks, the 16th for concessions, the 6th for production sharing and the auction of the transfer of rights surplus.
even though the government to study the postponement of one of the auctions scheduled to take place this year, the postponement to next year should not alter the study of Lucas Tristão.
The federal government’s calendar also provides for two sharing auctions and two concession auctions between 2020 and 2021.
The current fleet operating in Brazil
The maritime support fleet in Brazil comprises approximately 370 vessels, 177 PSVs/OSRVs, 70 LHs/SVs, 48 AHTSs, 25 Crew/FSVs, 16 PLSVs, 12 RSVs, 8 MPSVs, 5 DSVs, 3 WSVs, 2 WIVs and a Flotel. Data are from the Brazilian Association of Maritime Support Companies (Abeam) for the month of March.
According to the ANP, there are 144 stationary production units (UEPs) in operation in the country. Among them are 80 fixed platforms, 45 FPSOs, 14 semi-submersibles, three FSOs, one TLWP (Tension Leg Wet Platform) and one FPU (Flotating Production Unit).
According to data from the Directorate of Ports and Coasts of the Brazilian Navy (DPCMar), there were 39 rigs in Brazilian waters in May this year, 18 of which are drilling semi-submersibles and 15 drillships, in addition to five jack-ups that have already been decommissioned. The number includes contracted and uncontracted units.
