Petrobras announces sale of RLAM and oil tankers will respond with protest this Tuesday

Bahian oil workers fear layoffs and shortages with the sale of the Landulpho Alves Refinery – RLAM and are organizing a protest for April 30th.

After Petrobras announced this Friday, April 26, new asset portfolio management guidelines, authorizing the sale of RLAM and seven other refineries, Bahian oil tankers in response to Petrobras' divestment announcement in the Landulpho Alves Refinery (RLAM) in São Francisco do Conde, will hold a protest this Tuesday, April 30th in front of the headquarters, in the Recôncavo of Bahia. The category fears the negative impacts of the privatization of the refinery, such as mass layoffs, rising fuel prices and shortages.

The company is the first of the Petrobras System in Brazil and the second in the country in terms of processing capacity., responsible for 99,32% of the oil refining in Bahia and for 20% of the collection of Tax on Circulation of Goods and Services (ICMS) in the state. RLAM produces diesel, gasoline, aviation kerosene, asphalt, naphtha, petrochemical gases, paraffins, lubricants, LPG and fuel oils

There is still no date for the sale of the eight refineries announced this Friday by Petrobras. In addition to RLAM, Petrobras will divest the refineries of Abreu e Lima (RNEST), the Shale Industrialization Unit (SIX), Gabriel Passos (REGAP), President Getúlio Vargas (REPAR), Alberto Pasqualini (REFAP), Isaac Sabbá (REMAN) and Lubricants and Petroleum Derivatives from the Northeast (LUBNOR).

If a private company buys the refinery in Recôncavo, there will be negative impacts on the generation of jobs in the state, which could reduce the staff, which currently has 870 civil servants who work at the refinery and another 1.200 outsourced workers work there.

In defense, Petrobras argues that the projects will make it possible to “give greater competitiveness and transparency to the refining segment in Brazil”.

However, Bahian oil workers fear that the price of fuel and cooking gas will increase, in addition to a decrease in tax collection. The director of Sindipetro, Deyvid Bacelar, points out that the company that settles on the site will not have the same social function that Petrobras has as a state-owned company.

“They will pursue the international parity price policy even more and if the price varies upwards, there will be no way to dampen this so that the population does not feel it. With this, prices will be even higher and companies will not want to lose money. In addition, cities with more difficult access may even run out of supplies, since Petrobras only had one arm to take fuel to these places due to its social role, "he said.

“The climate is very ostensive at the refinery because the company said that it can transfer people to other regions but also that the refinery will be transferred operating. This means that some people will have to be kept in the system to keep the plant operational”, said RLAM employee Atilla Barbosa, according to him, the fear of dismissal from colleagues is real and very present.
