Petrobras releases a repudiation note against FUP accusations regarding the contracting of FPSO platforms for Campo de Búzios

The state-owned company Petrobras released a repudiation and clarification note against the accusations by the Single Oil Workers Federation (FUP) regarding the contracting of FPSO platforms P-80 and P-82 for the Búzios Field. The federation accused the company of fraud in the bidding process, in relation to the participation of only two companies in the process, both from the same economic group, Keppel Shipyard and Sembcorp Marine.

The national market for oil, natural gas and other fuels has been very unstable in recent days due to conflicts between Petrobras and FUP. This is because the federation of oil workers made a series of comments and accusations against the state-owned company regarding the contracting process for two FPSO-type platforms for production in Campo de Búzios, the P-80 and the P-82. 

The FUP requested more transparency and reports on the contracting process for FPSO platforms for Petrobras and said there was the possibility of bid fraud. In this way, the federation alerted, among the accusations, to the relationship between the state-owned company and the companies in the bidding process. Since both belong to the same economic group, Keppel Shipyard and Sembcorp Marine, and were the only ones to present bids in the competition. The state-owned company was then accused of possible parallel negotiations for and divergences in the regulation of the bidding. 

After the accusations, Petrobras released a repudiation note through the Petronotícias website and stated that all the comments are false and that the entire process is following the correct regulations between the companies.

The state-owned company also said that, for the bidding process for contracting FPSO-type platforms for Campo de Búzios, the rules of local content of the contracts already signed and established by the ANP were also observed.

Following the comments in response to FUP's statements, Petrobras reinforced that, in the bidding process for contracting the FPSO P-80 platform, a public pre-qualification process was carried out, in which any interested party was able to participate.

Thus, a total of 13 companies that met the initial requirements of the process were pre-qualified. Among them, two companies were in compliance with the processes and the proposal submitted by Keppel Shipyard clearly met the technical and economic requirements established by Petrobras for the project.

In addition, she stated that Keppel and Sembcorp were still in the process of understanding for the merger and that some approvals are still necessary for the finalization of the union. In this way, both companies were and continue to act separately and independently, not impacting the bidding process for contracting the FPSO platforms for Campo de Búzios. 

“Finally, it is essential to remember that the contracting models adopted by Petrobras in the past, subdividing the EPC into multiple contracts and accepting companies with no tradition in this type of undertaking, caused several problems with the interface and default of companies, which led to significant increases of the costs and deadlines for building the units, and generated losses for the company”, ended Petrobras in a statement.
