The Mero 3 FPSO is projected to start operating in 2024 and will have the capacity to produce 180 bopd, compress 12 million m³/d of gas and inject 250 m³/d of gas, following the same pattern as the two units already contracted for the project and, which are under construction.

According to the announcement issued in June, the delivery of proposals was scheduled for the 19th of next month. The tender is being conducted under the invitation letter regime and carried out by the Libra consortium, made up of the oil companies: Petrobras, Shell, Total, CNOOC and CNPC.
The Japanese Modec, one of the main operators of FPSOs in the market, is very committed to other projects, causing Petrobras to face difficulties in this bidding process.

Modec is about to sign the contract for FPSOs de Carcará with Equinor, and will now have seven units under construction in its portfolio, which is equivalent to the peak work already carried out by the group.
The SBM oil company, despite having fewer works, also has an expressive list of projects in progress.
It currently has two large FPSOs under construction, one for Petrobras and the other for ExxonMobil, having recently agreed to supply another unit for the US oil company to operate in Guyana.
Given this scenario, the Brazilian state-owned company will have a single large bidder in the process, being restricted to SBM.
The Japanese company does not formally confirm that the Búzios 3 FPSO is outside its commercial planning, but the chance of participation is small.

The Mero 3 FPSO contract charter is for 21 years, and its project site content is 40%. Petrobras must deliver the unit 1.187 days after its formal communication of acceptance of the winning bid.
Through the pioneering FPSO in Libra, Petrobras and its partners have produced an average of 40 bopd.
Two definitive FPSOs are under construction for the project, the FPSO Guanabara (Mero1) which is under the Japanese company's responsibility, scheduled to start operating in 2021; the other is FPSO Sepetiba (Mero 2), from SBM, with first oil scheduled for 2023.
