PL to reduce ICMS on electricity bills is approved in MS and consumers will pay less for electricity

With the aim of reducing the amount on the electricity bill of MS consumers, the state government approved the PL that proposes the reduction of ICMS on the electricity bill while the water scarcity flag created by Aneel lasts

This Wednesday (22), the Legislative Assembly of Mato Grosso do Sul (ALMS) approved, in a second vote, the bill (PL), which reduces ICMS on consumers' electricity bills during the period in which the flag of water scarcity. There were 19 votes in favor and none against.

The MS state government itself forwarded the PL that will reduce the ICMS on the electricity bill to the Assembly. This project is part of State Law 5.707/2021, which reduces the value of ICMS when the National Electric Energy Agency (Aneel) enacts a red tariff flag.

The flag for water scarcity created by Aneel provides for a rate of R$ 14,20 more on consumers' electricity bills for every 100 kilowatt-hours consumed until April of next year.

The new level for the electricity bill in MS represents an increase of R$ 4,71, equivalent to 50%, in relation to the red flag level 2, until then the highest level, in the amount of R$ 9,49 per 100 kWh. The decision enacted by Aneel is due to the water crisis that impacts the level of the reservoirs of hydroelectric plants, which is currently one of the main generators of electricity for consumers.

Federal Government praises the state of MS with the creation of the PL

When talking about the water crisis that is plaguing Brazilian reservoirs in a live held at the beginning of the month, President Jair Bolsonaro praised the decision of MS Governor Reinaldo Azambuja not to weigh more taxes on consumers.

Until now, it is the only state that has reduced the ICMS on the electricity bill during the time when the water crisis flag is in effect. Jair Bolsonaro also praised the MS government for the reduction in fuels, with the concern to soften the impact of the increase in gasoline, ethanol and diesel prices.

According to Bolsonaro, when defending a balance in the composition of the prices of gasoline, ethanol, diesel and other fuels, MS is the state that charges the lowest ICMS. The tax was reduced from 17% to 12% for gasoline and ethanol from 25% to 20% in the state.

RJ will also reduce ICMS on fuel

The Governor of the State of RJ, Cláudio Castro, says that he agreed to negotiate a reduction in ICMS to contribute to lower fuel prices for consumers.

According to Cláudio, in addition to government support, it is necessary for some other sectors that directly influence prices to contribute. The PL could have a significant impact on consumers when it comes to refueling, as taxes represent a large amount of the price of products and Rio de Janeiro currently has one of the highest prices in the entire southeast region.
