With expectations of investments in the order of R$ 204 billion with the auction of the Sépia and Atapu areas, the MME carried out yesterday, through the National Petroleum Agency (ANP), a public hearing regarding the 2nd Bidding Round of the Excess Volumes of the Assignment Costly under the production sharing regime. The auction of pre-salt areas in the Santos Basin is scheduled for the end of this year. Auction of Santos Basin pre-salt areas
After conducting a Public Consultation, Public Hearing No. 08/2021, held by videoconference, the ANP announced that it received 594 contributions, 182 of which were related to the pre-bid notice and 412 to the sharing contract drafts for this second round of auction, in which the Sépia and Atapu blocks, located in the Santos Basin pre-salt, will be negotiated.
The Deputy Executive Secretary of the Ministry of Mines and Energy (MME), Bruno Eustáquio, stated that the moment is historic and needs to be celebrated. He highlighted, in addition to the technical staff of the MME, the participation of Pré-Sal Petróleo SA (PPSA), of the ANP, and of the Energy Research Company (EPE), in the project of the event in the Santos Basin, and highlighted the importance of the Court of Accounts of the Union (TCU), "which gave an important recommendation in this structuring".

Modifications in the Sepia and Atapu block auction
Among the changes made for the new auction, scheduled for December 17, is the prior publication of the compensation amounts that must be paid to Petrobras by the winners, due to the investments already made in the areas in the Santos Basin. There was also the publication in the public notice of the auction of the model of the co-participation agreement that will be signed between Petrobras and the winners of the event. “From the first event to the current one, we learned a lot and did our homework”, said the director of the ANP, Dirceu Amorelli, during the audience.
The values of the signing bonuses in the new round will be BRL 7,13 billion for Sépia and BRL 4 billion for Atapu. The minimum percentages of the Union's oil surplus will be 15,02% for the Sépia field and 5,89% for Atapu. The ANP received 594 contributions from eight agents, including major oil companies such as ExxonMobil, Equinor and Chevron.
The onerous assignment is a regime of direct contracting of areas for Petrobras. Due to the discovery of volumes exceeding the maximum established for exploration and production by the state-owned company, the government opted to allow new partners to enter the areas.

The Sépia field, area of pre-salt transfer of rights in the Santos Basin, will start production in August by Petrobras. The FPSO Carioca, which will be responsible for production, left the Brasfels Shipyard, in Angra dos Reis, heading for the Santos Basin (the platform will be Petrobras' largest, both in terms of production volume and complexity).
Sépia is one of the pre-salt pre-salt areas in the Santos Basin. On December 17th, the government will tender – for the second time – the excess oil volume for the project, along with the Atapu field. A Petrobras has already expressed preemptive rights and will be the operator of the area with at least a 30% stake.
