The Federal Senate is discussing proposals that could change workers' routines, with a reduction in working hours as per CLT without loss of salary. Understand the new rules under discussion.

You know that dream of working fewer days a week and still keeping your salary intact? Well, that could be closer to becoming a reality! The Federal Senate is analyzing several proposals that deal with the reduction of the CLT working day. The idea is simple: fewer working hours, better quality of life, and all this without impacting the worker's pocketbook. And the new rules have generated a lot of debate, both among parliamentarians and in society.

Today, workers governed by the CLT (Consolidation of Labor Laws) have a weekly working day that varies between 40 and 44 hours., generally distributed from Monday to Saturday. A recent survey by the DataSenado Institute showed that 85% of Brazilians believe that their lives would be much better if they had one more day off a week, without a reduction in salary. Most of those interviewed said they would use this extra time to spend with their family, take care of their health and seek training. And 69% said they would not feel burdened by a reduction in working hours under the CLT.

Bills under review in the Senate

Several projects have already been presented in the Senate to change the new CLT rules and enable a reduction in working hours. One is the Bill (PL) No. 1.105/2023, authored by Senator Weverton (PDT-MA). This project suggests reducing the hours worked, whether daily or weekly, without loss of pay, but through a collective agreement or convention. The senator argues that this measure can increase workers' productivity, in addition to contributing to a healthier life, both physically and mentally.. The proposal has already been approved by the Commission of Social Affairs, but now awaits evaluation by the Committee on Economic Affairs.

Another proposal under discussion is the Proposed Amendment to the Constitution (PEC) No. 148/2015, presented by Senator Paulo Paim (PT-RS). The PEC, which was unarchived in 2022, proposes reducing the weekly working day from 40 to 36 hours, in addition to establishing that working hours do not exceed eight hours per day. Brazil, which is the second country with the most cases of burnout in the world, can benefit greatly from this change, reducing stress and improving the mental health of workers.

Ideal Company Diploma and Working Hours Reduction

In addition to these projects, Senator Soraya Thronicke proposed the Senate Resolution Project (PRS) 15/2024, which aims to create the Ideal Company Diploma. This recognition would be aimed at companies that adopt better work practices, including reducing working hours without loss of salary. This proposal is based on a DataSenado survey that indicates that 61% of respondents believe that shorter working hours would not harm companies and could even increase their profits.

Study suggests that reducing working hours could create up to 2,5 million new jobs

reduction of working hours CLT It is not just a question of quality of life, but can also have a significant impact on the job market. A study by the Inter-Union Department of Statistics and Socioeconomic Studies (Dieese) suggests that reducing working hours could generate up to 2,5 million new jobs in Brazil. This is because, with fewer working hours, more people would be necessary to cover the demands of companies.

reduction of working hours CLT and the new rules proposed by the Federal Senate have the potential to transform the Brazilian labor market, promoting a better quality of life for workers and, at the same time, potentially generating millions of new jobs. It now remains to monitor the progress of these proposals and hope that decisions are made that benefit both workers and the country's productive sector.

I think that for those who have a small company it would not be an advantage, they would have an additional expense and an extra employee.

I think that workers need to rest more with their families and take care of their health. Fewer days of work would be excellent.
