Shipyards are preparing a letter that alerts the government to the risks of approving the Provisional Measure that exempts taxes on the purchase of new and used foreign ships for use in cabotage.
Senator Alváro Dias’ (PODE-PR) Bill of Law continues to be the talk of the shipbuilding market, to the point that Sinaval (National Shipbuilding Industry Union) gathered its representatives and filed, last Wednesday, 12/06), a letter to the Ministry of Infrastructure.
The content of the letter is the immediate opposition to provisional measure that allows the importation of new or used ships for use in cabotage (navigation between ports of the same country), elaborated by the senator of Paraná.
According to Sinaval, the measure drastically changes the current regulatory framework for the naval sector, which has governed Brazilian shipping for 20 years (law 9432/1997).

Exemption from taxes on the purchase of these ships (II, PIS, Cofins and ICMS) would not only change rules that were discussed by interested parties during countless meetings, but would also bring losses to shipyards and the entire production chain.
Not to mention, of course, that it would be a blow to the generation of jobs and income in the country, as it would be one more obstacle in the recovery of the sector.

The letter was addressed to minister Tarcísio Freitas and was signed by the president of Sinaval, Ariovaldo Rocha, who also stated that the cancellation of the measure is extremely important to avoid even more damage to the shipbuilding industry at a time when its shipyards are fighting for survival.
The sector has already employed more than 80 people, but after the crisis that began in 2014, the shipyards lost 63 jobs, according to data from Sinaval.
Sinaval, in addition to delivering the letter to the Ministry of Infrastructure, also requested a hearing to describe its positions in relation to the provisional measure in question.
