Study shows pessimism among construction entrepreneurs in 2025, but subdivisions and affordable housing remain strong

The optimism that marked the real estate sector in 2024 gave way to a more cautious view in 2025. The perception of construction entrepreneurs has changed, and the numbers reflect this.

This year, 38% of respondents feel that the market is in decline or recession. In 2024, this feeling reached only 12%. Those who believe in accelerated growth fell from 14% to 9%.

The data comes from a survey carried out between February and April by Ecossistema Sienge and Prospecta. 137 businesspeople from different areas of the construction industry were interviewed.

Even with the uncertain scenario, there are niches that remain attractive. The Minha Casa, Minha Vida program, subdivisions and the vertical residential market are among the main focuses of expansion.

Among them, subdivisions stand out. According to Gabriela Torres, strategic intelligence manager at Ecossistema Sienge, this model adapts well to the current situation. The reason is the greater flexibility, the lower initial capital required and the alignment with housing programs.

Access to resources, known as funding, is cited as the main obstacle by 20% of respondents. Other factors cited were high interest rates (17%) and credit restrictions (7%).

Investments continue, but with a more regional focus

Despite the more difficult environment, the intention to invest is still high. Of the entrepreneurs consulted, 76% said they intend to make new investments in 2025.

The Southeast region still leads the interest, with 32% of the preference, but lost 7 points compared to 2024. In contrast, the North and Central-West regions gained space. The North rose 4 points, and the Central-West, 3.

According to Gabriela Torres, the movement points to a change in strategy. The saturation of the traditional market makes investors look at new areas.

Central-West and North attract attention of construction entrepreneurs

The Central-West is driven by agribusiness, while the North offers space for urban and infrastructure development.

Even though they are less targeted, these regions are emerging as strategic bets. Geographical diversification appears as a response to the scenario of insecurity, and the potential for appreciation in these areas is beginning to attract the attention of those who want to continue investing in the sector.
