Last Tuesday (28), the Agricultural Parliamentary Front (FPA) faced challenges when receiving the rapporteur of the Tax Reform Working Group, deputy Aguinaldo Ribeiro (PP-PB).
In a meeting at the headquarters of the Confederation of Agriculture and Livestock of Brazil (CNA), the members debated the Proposed Amendment to the Constitution. The president of the FPA, deputy Pedro Lupion (PP-PR), stressed the need to preserve the balance in order to simplify the Tax reform without harming the Brazilian agricultural sector.
Lupion also highlighted that the United Nations (UN) has data on 8 billion people to be fed in the world and that, “Brazil is the only country that can triple production to guarantee food security”. He also warned about treating agribusiness “in a technical way, not ideologically”. However, he recalled that “we are taxed throughout the production chain”, thus contradicting the nicknames of “under-taxation” that many attribute to it.
Deputies and representatives of the agricultural sector met to discuss the Tax reform. The mayor, Arthur Lira (PP-AL), created a working group of 12 members to discuss the issue and listen to the agro concerns. “We need a text that represents the majority of the thinking of the House”, said the group's rapporteur, deputy Aguinaldo Ribeiro (PP-PB). “We are not going to have unanimity,” he added.

The agricultural sector is responsible for a third of the national GDP, 25% of jobs and most of the country's exports. It is therefore essential that it be duly considered in the Tax reform.
The president of the Confederation of Agriculture and Livestock of Brazil (CNA), João Martins, stated that agriculture needs to be respected and heard. “We need a simple, transparent and fair proposal that allows the generation of jobs and income”, he highlighted.
In this way, the Proposed Amendment to the Constitution (PEC) 45, authored by Deputy Baleia Rossi (MDB-SP), which creates a single tax on goods and services, was also discussed. These proposals will be evaluated by the working group during the next 90 days.
Tax Reform: Rapporteur comments on maintaining the current system to reach more consensus
The rapporteur of the Tax reform na Câmara dos Deputados, Aguinaldo Ribeiro, warned the members of the Working Group about the pressure they will receive from different sectors. Speaking at the first meeting of the collegiate, he highlighted that there are particular interests and that these must be considered when preparing a text that meets the needs of the country. “If it is to serve everyone, it is better to leave it as it is”, he recommended.
Ribeiro also pointed out that the tax system it is totally unclear and needs to be simplified to ensure tax fairness and transparency. “If we want reform with impact, we need to build a text of change,” he explained. Finally, he reminded the deputies present of the need to prepare themselves because many people will come looking for them. “Each one here will be sought after by a lot of people”, he concluded.
