Globo should watch out! EBC launches unprecedented call for proposals with R$110 million to produce the first soap opera on Brazilian public TV.

Last Thursday (24), Empresa Brasil de Comunicação (EBC) surprised by announcing a milestone in Brazilian audiovisual: the biggest investment already made in independent content for public TV, aimed at the production of national works.

The plan, which foresees the allocation of R$110 million, aims to strengthen cultural and educational production in the country, opening doors for the development of one of the most popular genres, but rarely explored by the public network: the soap opera.

With the launch of the Seleção TV Brasil public notice, the government is moving forward with an unprecedented initiative that will transform public television, positioning it as a new hub for diverse and inclusive content.

The announcement was made during the IV Meeting of Audiovisual Ideas at the 48th São Paulo International Film Festival, where important figures from EBC and the National Cinema Agency (Ancine) presented details of the initiative.

A strategic investment in partnership with Ancine

According to EBC's Content and Programming Director, Antonia Pellegrino, the financing amount is the result of an intense partnership between EBC and Ancine.

According to her, the close collaboration over the last two years has now allowed a record investment to be directed towards the public audiovisual sector:

“This record amount is the result of the growth of the institutional partnership between Ancine and EBC. Together, we were able to offer R$110 million to strengthen public communication,” says Pellegrino.

Jean Lima, CEO of EBC, reinforces that the project is aligned with the federal government's guidelines, aiming to expand the audience and strengthen the identity of public TV in Brazil.

According to Lima, “this investment is a milestone for EBC, which is determined to strengthen the brand, increase TV Brasil’s audience and further consolidate our role in public communication.”

Diversification of content and strengthening of TV Brasil

TV Brasil currently ranks fifth in audience ratings on open TV, but This new line of financing promises to increase the presence of the broadcaster and its affiliated network, the National Public Communication Network (RNCP), with its 126 broadcasters.

EBC's objective is to reposition TV Brasil, offering more diversity and quality in its programs, in addition to encouraging local and independent production in different regions of the country.

The round table “TV Brasil: repositioning and launch of public call”, held at the Cinemateca Brasileira during the event, served to detail the intentions of the project and the planning of the new management of EBC, which wants to take the broadcaster to a level of relevance similar to that of other international public networks.

Thematic lines to expand national audiovisual

The Seleção TV Brasil notice is divided into seven thematic lines: children, youth, nature and environment, women's football, society and culture, production and completion of feature films and co-production of soap operas.

Each line was designed to respond to specific social and cultural demands, including highly relevant themes such as the appreciation of gender and racial diversity.

This thematic focus reinforces EBC's objective of expanding the variety of content available on public TV and encouraging audiovisual production that engages with the reality and needs of the Brazilian public.

The inclusion of soap opera co-production represents an innovation for public television, which will be able to reach a larger and more diverse audience, competing with other broadcasters in terms of fictional content.

Stages of the public notice and the impact of the soap opera on the Brazilian audiovisual sector

In order for the financing to reach a wide range of independent and regional producers, the selection process for the notice includes several stages: qualification, preliminary evaluation and a final investment assessment.

According to EBC, these steps ensure that the process is transparent and that the best projects receive the necessary funding for their execution.

The notice also promises to strengthen companies in the audiovisual sector, promoting the regionalization of funding and, thus, decentralizing audiovisual production in Brazil.

With this strategy, EBC hopes to consolidate a local production network that contributes to strengthening the RNCP and TV Brasil as pillars of public communication.

Government promoting the audiovisual sector with a focus on inclusion and regionalization

The introduction of a gender and race section in the notice is another relevant point.

For the first time, a selection of content for public television will consider these criteria at all stages, paving the way for more representative and inclusive audiovisual production.

Antonia Pellegrino, from EBC, reinforces that this new public call aims to bring more representation to Brazilian television, so that the stories and characters portrayed are a more faithful reflection of the country's diversity.

This new notice represents a milestone for public television and the independent audiovisual sector in Brazil.

With the support of the federal government and Ancine, EBC intends not only to strengthen national production, but also to create an environment where cultural diversity and inclusion gain voice and space.
