Ibama grants a preliminary license and the new pre-salt phase in the Santos basin will require 11 new FPSOs in a total of 23 projects
Last Wednesday (03/04), Ibama granted preliminary license 601/2019 for the third phase of production development in the pre-salt of the Santos Basin, to Petrobras.
The form listing the activities was sent to Ibama in November 2014 and the data for preparing the environmental impact on the site was provided in July 2015.
It is estimated that this new investment cycle in the region will require 11 FPSOs for definitive production systems, two production pilots and another 10 long-term tests (TLD) or early production systems (SPA), TLDs and SPAs are a step evaluation period, which can last from 6 months to 1 year, without installing a definitive unit.

According to a note from Ibama, it is expected that such investments will generate an increase in the country's production of 500 thousand barrels per day of oil and 16 million m³/day of natural gas.
Therefore, Brazil must exceed the mark of 3 million barrels of daily production.
The project that was presented to Ibama
The final environmental licensing process for the 3rd stage of the pre-salt layer, which Ibama will work on, brings together a total of 23 undertakings: a Long Term Test (EWT), nine early production systems, a short term production pilot, 11 production development projects, where FPSOs and a long-term pilot fit in.
Ibama, however, was not presented with the schedule of the development projects, and as they have not yet been included in the Petrobras' 2019-2023 business plan, are estimated to be blueprints for your next business plan.
