A new request for authorization for public competitions was sent and should generate approximately 3,3 vacancies. These are new competitions from Ibama, ICMBio and Jardim Botânico do Rio de Janeiro.

A new request for authorization for the public tender from the Brazilian Institute of the Environment and Renewable Natural Resources (IBAMA) will be forwarded to the Ministry of Management and Innovation of Public Services. This order must be submitted by May 31st. These opportunities distributed among the Ibama, ICMBio and the Rio de Janeiro Botanical Garden, reflecting a robust commitment to the environment. The Minister of the Environment, Marina Silva, had already announced in March that new employees would be hired by 2025 to strengthen these institutions.

Understand what is required in the new authorization request

According to the official note released by the Federal government On the 19th, the new request will be to fill no less than 3.300 vacancies in environmental protection agencies. This way, it will be a new competition from Ibama, ICMBio and Jardim Botânico do Rio de Janeiro.

The hiring of new employees until 2025 had already been announced, in March, by the Minister of the Environment, Marina Silva. Also according to the note released by the government, the intention is that at least part of the Ibama, ICMBio and Jardim Botânico competition will take place this year.

The note also states that, in addition to efforts to increase civil servants' salaries, the following procedures have been on the agenda since 2023 to reinforce staffing in the bodies: 

• Holding the MMA public competition, the first in 13 years, for 98 analysts, who are already in the final process of joining the ministry; 
• Calling up new employees classified in the reserve register from previous competitions, enabling the appointment of 257 new analysts at Ibama and 110 at ICMBio in 2023;
• Formalization of the request for authorization to hold a new IBAMA, ICMBio and Jardim Botânico do Rio de Janeiro competition, with a focus on filling around 3,3 vacancies, part of which will be subject to competition in 2024.

What positions will be open in the new Ibama, ICMBio and Jardim Botânico competition?

Ibama already had a request being processed at the Ministry of Management to fill 2.408 vacancies, distributed across 1.503 vacancies for the position of environmental analyst and 905 for the position of administrative analyst. For both cases, both requiring higher education, the current salary is R$8.547,64, including a performance bonus and food allowance of R$458.

Ibama's last public competition for staff was held in 2021, when 568 vacancies were offered, 432 for those with secondary education and 136 for higher education, with salaries of up to R$8.547,64. The organizing committee, at the time, was Cebraspe. In the case of high school, the selection was to fill 432 vacancies for the position of environmental technician, with a starting salary of R$4.063,34.

Ministry of Management and Innovation comments on public tender

According to the MMA, requests for authorization to hold the Ibama, ICMBio and Jardim Botânico competition have already been formalized with the Ministry of Management and Innovation in Public Services (MGI). Including the Minister of Management and Innovation, Esther Dweck, even commented on these new Environmental competitions. According to the minister in an interview, there is no doubt that there could be.

Additional provision for vacancies has already been authorized and will probably be called for even more next year. This year, the Federal Government has little money for new public tenders. An internal reorganization was carried out, but, if not this year, next year, without a doubt it will be an area that will be covered by new public tenders, stated the minister.
