Agency depends on the approval of the Ministry of Economy to offer 107 vacancies for public tender and 104 vacancies for temporary hiring

For the happiness of the contestants who had been waiting anxiously for this opportunity for many years, the Oil National Agency, Natural Gas and Biofuels announced, at a board meeting at the end of May, that a request for authorization to carry out a public tender will be forwarded to the Ministry of Economy. 

The initiative aims to rebuild the agency's staff; after all, the last contest took place in 2015. It is natural that, over the years, needs change, but the number of servers has not been following this change – quite the contrary: from 2017 to 2020, the workforce lost about 72 employees . 

Marcelo Castilho, deputy director of the ANP, says that the decision was taken to meet specific needs of the institution. “Although the ANP and the SGIP [Well Integrity Management System] work very hard with the support of the Ministry of Economy to bring employees from other bodies, including the ministry itself, there is a gap in specific skills in the ANP career that is not filled”, he details.

The contest

Expected for 2022, it provides for the filling of 107 vacancies in technical positions, such as Specialist in Regulation of Oil and Derivatives and Natural Gas, Specialist in Geology and Geophysics of Oil and Natural Gas, Administrative Analyst, Technician in Regulation of Oil and Derivatives and Natural Gas and Administrative Technician. 

The ANP's request to the Ministry of Economy also requests authorization to carry out a simplified selection process for the temporary hiring of 104 employees, with an estimated salary of R$ 6,1 for a period of five years, to meet the temporary need for exceptional public interest.

If approved by the government, the ANP tender has the capacity to offer great opportunities to all Brazilians; after all, unlike a MT contest, SP, RJ, or any other public body in specific states, vacancies for the ANP cover the entire national territory. 

How are vacancies currently filled?

What the National Agency of Petroleum, Natural Gas and Biofuels has done to supply the workforce that has been impaired in recent years is to move employees from other public sectors to the agency. Around 23 Infraero employees, for example, were mobilized and are now part of the ANP.

The last ANP contest, which took place in 2015, had more than 29 people register to fill a much smaller number of vacancies than is expected for next year: 34 mid-level and technical vacancies for the functions of Technician in Regulation of Petroleum and Derivatives, Fuel Alcohol and Natural gas and Administrative Technician.

The remuneration was not very different from that foreseen for the next selected ones. Those hired through the 2015 contest had remuneration ranging from R$ 7.036,54 for a regulation technician to R$ 6.682,54 for an administrative technician.

At the time, candidates were evaluated by the Cesgranrio Foundation board in two stages, with objective tests and writing, in which basic knowledge was addressed, such as Portuguese, English and computer skills; and general knowledge, covering topics such as Administrative Law, Constitution of the Federative Republic of Brazil, Structure of Oil Industry, Natural Gas and Biofuel, Notions of Structure and Regulation of the Oil Industry.

In 2012, the selection included objective and discursive tests, in addition to the evaluation of titles. This retrospective on the test model is important to help those interested in vacancies start preparing even before the official announcement of the contest rules.
