The expectation for a return in investments in the ship sector became more solid, since it was in the PT government that the policy of at least 70% of domestic content was established for the supply of materials to Petrobras. Currently, Petrobras has made an international bid to build two oil platforms: the P-80 and the P-82, won by the Singaporean Keppel Shipyard.

O business plan of Petrobras for the period corresponding to the years 2022-2026 indicates that 12 platform ships are under construction and there is a unit in the bidding phase. As much as it is intensive in the use of labor, the offshore sector depends on qualified professionals, capable of guaranteeing high productivity. This was another of the problems faced by new shipyards in the 2000s. At the peak of the sector, in 2014, more than 82 jobs were created.
