For the National Agency of Petroleum, Natural Gas and Biofuels, the 25% is within the current contractual requirements, where in 2019 the amendment to the onerous assignment contract agreed between Petrobras and the federal government changed the commitments to nationalize the projects.

ANP Resolution No. 726/2018 eased local content requirements in E&P contracts, reducing the global minimum rate of UEPs to 40% – the same percentage established for the construction of wells. As for collection and disposal activities, they will have to comply with 25% of nationalization.

The expectation is that the FPSOs Búzios 5 and Itapu ordered by Petrobras to produce in the Santos Basin pre-salt will start operating in 2022 and 2024, respectively.

Baptized as Almirante Barroso, FPSO Búzios 5 was contracted to the Japanese modec, which ordered four modules from Estaleiros do Brasil, in RS, and two from the Brasfels shipyard in Angra dos Reis, in RJ. The unit is being built by Cosco, in China.

The integration of FPSO Cidade de Campos dos Goytacazes (P-74) was carried out in Rio Grande do Sul by the EBR shipyard, with P-74 being the first of the four platforms to be installed in the Búzios field.

The hulls of all FPSOs operating in the asset were partly converted by the Enseada Indústria Naval group, in Rio de Janeiro, and partly at Asian shipyards, which also integrated the P-75 and P-77. The P-76 was integrated by Techint, in Pontal do Paraná (PR).

The manufacture and operation of the Itapu FPSO are being tendered by Petrobras, with proposals expected to be delivered on April 20th.
