During a hearing at the Chamber's Mines and Energy Commission (CME), which took place yesterday (11/06), the president of Petrobras, Roberto Castello Branco, confirmed the information that the Click Petróleo e Gás had already disclosed, last April, the possibility of building a thermoelectric plant in the place where the Petrochemical Complex of Rio de Janeiro (Comperj) was planned..

According to the president of Petrobras, a study is being carried out to set up a joint venture with the Chinese from CNPC, which is already a Petrobras partner in the Mero field, in the Santos basin.
The Chinese want to expand partnerships with Petrobras and are even negotiating entry into the Marlim fields, in the Campos basin.

The feasibility study for the joint venture with the Chinese should be ready next September, according to Castello Branco.
See the statement in full: “We are studying the idea of ​​building a large gas-powered thermoelectric plant at Comperj in parallel with the memorandum of understanding with the CNPC,” said Castello Branco.

Negotiation with the Chinese

The abandonment of construction of the Refinery is in line with the government's intention to reduce Petrobras' participation in refining and the construction of a thermoelectric plant on the site gains strength with the entry of the Chinese in the business.

As the state-owned company is already building the UPGN (Natural Gas Processing Unit) on site, the intention is to use the natural gas from the pre-salt layer to generate electricity.

The new negotiation with the Chinese would resolve the impasse created with the government's withdrawal from finishing Comperj, since there is an agreement signed with the Chinese for the works.
The agreement for the construction of the thermoelectric plant would soften the government's decision and please the Chinese who want to enter the natural gas market in Brazil.
