An abandoned crane installed over residential houses in Luze, in the Haute-Saône department in eastern France, has become a source of fear, legal conflict, and emotional strain among residents.

The equipment, placed on a construction site that began in 2003, has remained in place for almost two decades, unused and without any plans for removal, leading neighbors to file a complaint for “putting others in danger.”

The situation involves residents directly affected by the metal structure, municipal authorities, and the landowner.

The case has dragged on since construction was halted, while the abandoned crane remains suspended over residences, causing constant concern, especially during periods of strong winds.

Abandoned Crane Over Houses Became a Daily Source of Insecurity

The presence of the abandoned crane has become part of the forced routine of residents since 2007. One of the main affected individuals lives directly below the structure and reports that, in addition to the negative visual impact, there are clear signs of deterioration.

According to the resident, the base of the slab shows cracks and leaks. As a result, the equipment has begun to visibly sway, increasing the fear of a possible collapse onto the house.

Tired of alerting authorities with no concrete results, five residents decided to file a formal complaint. The accusation is based on the ongoing risk posed by the abandoned crane, which has never been removed after construction was halted.

Prior to the legal action, several attempts at dialogue were made. However, conversations with the building owner ended without agreement, which intensified the tense atmosphere in the neighborhood.

Understand How The Abandoned Crane Reached This Point

The impasse began in 2003 when a resident of Luze obtained permission to build a house. Everything was following the legality, including the installation of the crane, which was authorized by the city hall a few years later.

As time went on, construction was halted, but the abandoned crane remained in place. Since then, the structure has never been removed, despite recurring complaints from the neighbors.

In addition to the physical risk, the abandoned crane directly affects the emotional health of the residents. On stormy nights or days of intense wind, the metallic noise of the structure is constant.

The fear of an accident causes many to report sleepless nights and episodes of anxiety. In some cases, the fear even interrupts family rest and routines.

The mayor of Luze stated that he is aware of the situation but claims he lacks the legal tools to compel the removal of the abandoned crane. According to him, the main impediment is that the structure is on private property.

Despite attempts at mediation, no consensual solution has been reached. Meanwhile, the owner of the crane claims that the equipment was recently inspected and says he is being subjected to harassment.

The case highlights a legal fragility when private works are abandoned without ongoing oversight. The abandoned crane, which was meant to be temporary, has ended up becoming a permanent risk.

Now, residents hope that the complaint will take the case to court and force a definitive solution before fear turns into tragedy.
