Hong Kong voted on Wednesday (09/10/25) on a bill that seeks to recognize certain rights for same-sex couples with registered unions abroad.
The measure, seen as a tentative step towards equality, faces strong opposition from pro-Beijing legislators who dominate the local Legislative Council.
Despite expectations from the LGBTQ community, only a small fraction of the 89 lawmakers declared support for the proposal.

Context of the Debate on Gay Marriage in Hong Kong
The debate on gay marriage and diversity in same-sex unions is not new in Hong Kong. In 2023, the local government officially rejected the legalization of marriage between same-sex individuals.
However, the high court ruled that an alternative framework must be created to ensure some legal recognition for same-sex unions.
In response, authorities presented a proposal in July for limited registration for couples who have formalized their relationship in countries where gay marriage is already legal.
Still, conservative political leaders emphasized that civil marriage in Hong Kong shall remain restricted to the union between a man and a woman.
Rights Guaranteed by the Bill
If approved, the bill will allow couples registered abroad to access certain basic rights.
Among them, the ability to visit a partner hospitalized and legal recognition in cases of post-death arrangements, such as claiming the deceased spouse’s body.
Although considered minimal advancements, these rights are seen as fundamental for couples who until now had no legal protection within the territory.
However, LGBTQ activists point out that the measure excludes essential rights, such as inheritance and tax benefits, which keeps same-sex unions in an unequal situation compared to traditional marriage.
Criticism from Activists and the International Community
Human rights groups received the proposal with caution. According to Amnesty International, the text falls short of what is expected for a city that seeks to attract global talent and positions itself as an international hub.
“While it self-identifies as a free, open city that attracts global talent, the Hong Kong government has not only failed to keep pace with the regional trend towards equality but has also proposed a bill that is below international human rights standards,” the organization stated on Tuesday (09).
The criticism reinforces the perception that Hong Kong, even under global pressure, remains far from the achievements made in neighboring countries, such as Taiwan, a pioneer in recognizing gay marriage in Asia.
Political Resistance and Uncertain Future
Despite the relevance of the topic, the political reality presents a challenging scenario. Legislators in Hong Kong, mostly aligned with Beijing, limit the advancement of progressive agendas.
It is estimated that just over a dozen legislators openly express support for the bill.
As a result, the future of the initiative is uncertain. Experts warn that, even symbolizing a minimal recognition of diversity and same-sex unions, the proposal will face significant barriers before it can be implemented.
Paths to Equality in Hong Kong
As the voting progresses, the issue of equal rights for same-sex couples remains at the center of public debate.
On one side, activists emphasize the need to equate gay marriage with traditional marriage. On the other, conservative politicians insist on preserving values deemed fundamental by Beijing.
Therefore, the outcome of this vote extends beyond the legal aspect; it also symbolizes the direction Hong Kong wishes to take regarding diversity, inclusion, and respect for human rights.
